Creating attraction for satellite urban area

Hoa Lac satellite urban area is the largest among 5 satellite urban areas of Hanoi, which plays an important role in the development strategy of Hanoi. The development of Hanoi satellite urban areas is aimed to attract social resources to create breakthroughs for Hanoi.

Hoa Lac urban covers an area of more than 17,000 ha, with population until 2030 of 600,000; the area is planned to focus on knowledge economy and environmental safeguard. In which the core and driving force for this development is the Hoa Lac Hi-tech part and the Vietnam National University. The urban area is connected consistently with other facilities and transport network, especially public transport and smart transport to meet the requirements of developing smart city and eco urban area.

The general planning of Hoa Lac Urban Area was also approved by the prime minister in 2015. The new urban area is 30km away from Hanoi's centre, next to Hoa Binh Province, Thach That District and Son Tay Town. In 2011, the government approved Hanoi master plan to 2030 in which the city will have five satellite urban areas including Hoa Lac, Son Tay, Xuan Mai, Phu Xuyen and Soc Son. Hoa Lac will be the biggest out of five areas and play an important role in the capital's development strategy.

Hoa Lac Urban Area will be divided into urban development zone and the green belt. Both the hi-tech park and university will be located in the urban development zone. The core of the new urban area will be the 1,600-hectare Hoa Lac Hi-tech Park and 1,000-hectare Vietnam National University, as well as the new urban area Dong Xuan – Tien Xuan of 1,000 hectares. The green belt area will include the agricultural zone on the west of Tich River, the ecological zone in Vien Nam Mountain, Ba Vi National Park and the green buffer zone near Hoa Lac Air Base. Talking about the importance of Hoa Lac urban area development, it is necessary for Hanoi to prioritize investment for development and the estimated land plots required for construction in each phase. Experts said, Hanoi Citiy’s Council’s approval of the resolution on “Master plan of the Hoa Lac urban area – Hanoi until 2030, scale 1/10,000” is an important foundation for Hanoi to work with the Ministry of Construction and then submit to the Prime Minister. As such, the realization of the Hoa Lac satellite urban area will be important to reduce the population density in downtown. Besides, there should be specific solutions to relieve pressure on Hanoi central. 

The Chairman of Vietnam Construction Association Tran Ngoc Hung said Hanoi is developing in the direction of conurbation, including urban center, 5 satellite urban areas and towns to relieve pressure for central area. However, the implementation process is important to attract people coming to these areas for settlement. If forecast is inaccurate, there will be risks of abandoned urban areas, lacking attraction to people due to inefficient transport conditions or inconsistent infrastructures. Therefore, policy makers and related administrative agencies should study extensively to develop Hoa Lac urban area into an ideal place for living. With this being said, this area should be the concentration of worth-living factors on working places, education, healthcare, technical infrastructures.
