Creating favorable conditions for enterprises to attract investment

On September 13, delegation of Hanoi People’s Committe under the lead of Vice Chairman Nguyen Doan Toan has reviewed the implementation of program “pushing forward for economic restructuring, improving competitiveness in global integration to develop the capital’s economy sustainably in period 2016-2020” at Hoang Mai District.

As reported by Hoang Mai District, recently, the local government has actively improved the investment environment, with a view to improve the growth’s quality and competitiveness. At present, the number of enterprises operating in the District under the management of tax agency is more than 12,000 enterprises, up 4% compared to the same period of 2016. The District has organized conference to remove difficulties for enterprises, connecting enterprises – banking, supporting tax payers to fulfill their obligations.


In the first 6 months of 2017, the total value of major industrial output in Hoang Mai is nearly 9 trillion VND, up 12.88% compared to the same period of 2016. The total revenue for state budget in 2017 until August 31 is nearly 3 trillion VND, equivalent to 63% of total estimation of 2017 for Hoang Mai District. In order to achieve this result, Hoang Mai District has consistently implemented solutions to create steady stream of revenue. On the other hand, administrative reform has been pushed up, the district proposed to the city to remove difficulties in issues related to land plot, with a view to create favorable conditions for enterprises to flourish.

Besides, another important tasks received attention from the District is to implement solutions to attract investment outside the state budget. In 2016 and 6 months of 2017, in Hoang Mai there are 23 projects approved by Hanoi People’s Committee. In 2016, there were 16 projects outside the state budget, with total registered capital of 16,4 trillion VND. In the first 6 months of 2017, there are 7 projects with total registered capital of more than 5 trillion VND.

In the meeting with the Hoang Mai District, the delegation highly regarded the positive results obtained by the local government. As such, the district is transforming daily, thanks to drastic action in administrative reform, in turn creating favorable conditions for enterprises to invest and develop. Director of Hanoi Finance Department Ha Minh Hai said, attracting investment is a bright spot of Hoang Mai district. It is evident through the increasing number of newly established enterprises, the social resources mobilization, and so on.

Representatives of enterprises also appreciated the District’s effort in removing difficulties and attracting investment. General Director of Urban Infrastructure Development Company UDIC Nguyen Minh Quang said, projects of the company carrying out in the district has received great support from the local government. In 2017, Hoang Mai District has carried out breakthrough in 2 aspects: improve human resources and administrative reform. These efforts have created favorable conditions for enterprises and individuals to do business and contributed significantly to the state budget. “The standpoint of the District is to have the utmost support for enterprises to attract investment. However, for enterprises do not fulfill their legal obligation, the district will have appropriate measures.
