Deputy PM requires better construction management to deal with urban overload
Speaking at the Ministry of Construction’s conference on January 6, Deputy Prime Minister Trinh Dinh Dung asked for closer monitoring of the implementation of urban planning to thoroughly address traffic congestion in HCM City and Hanoi.
Deputy Prime Minister (PM) Trinh Dinh Dung attended a conference organised by the Ministry of Construction (MOC) in Hanoi on January 6 to sum up the ministry’s operation in 2016 and launch its tasks for 2017.
Addressing the meeting, the Deputy PM pointed to Hanoi and HCM as two major cities failing to ensure construction is made in line with urban planning.
Deputy PM Dung highlighted that infrastructure development cannot meet demand if management capacity is poor.
He noted that the traffic congestion in the two cities cannot be dealt with by increasing investment in infrastructure.
Pouring more investment in developing infrastructure and transportation systems in Hanoi and HCM City will attract more people from other localities to the cities, therefore, infrastructure will never keep pace with demand, Deputy PM Dung analysed.
The Deputy PM urged for the hastening of urban planning in compliance with the implementation of set plans for urban management.
According to the deputy PM, construction management in small towns is better than in big cities, which has led to the major problem of traffic congestion.
He asked for closer monitoring of the implementation of urban planning, stressing that to thoroughly address traffic congestion in the country’s two largest cities.
It is necessary to implement an overall national planning of urban areas, including investment in satellite urban areas and public transportation, he noted.
Minister of Construction Pham Hong Ha acknowledged the poor management in realising urban planning, vowing that the ministry will implement drastic solutions right from early this year.
The minister noted that on the basis of the ministry’s direction, local authorities will follow and advise governments at all levels to carry out the sector’s tasks in 2017.
In 2017, the sector will continue completing institution, preventing loss and corruption, said Ha, adding that the ministry will also work harder to create an equal and fair business environment for all organisations, businesses and individuals.
According to the reports of the ministry, in 2016 the country suffered severe natural disasters and complicated floods, causing heavy damages in but the construction sector still achieved positive results in socioeconomic development.
Last year, investment in construction accounted for nearly 80 percent of total 1.4 quadrillion VND social investment. The sector recorded a growth of 10 percent and accounted for 6.19 percent of the country’s GDP
