France awards National Order of Merit to Hoan Kiem District Chairman

The Knight of the National Order of Merit of France is one of France’s two highest honors, awarded to both French citizens and foreign nationals for their contributions, dedication and support.

THE HANOI TIMES — Pham Tuan Long, Chairman of the People’s Committee of Hoan Kiem District, was awarded the rank of Knight of the National Order of Merit in recognition of his exceptional contribution to strengthening ties between Hanoi and French localities.

The French Ambassador to Vietnam, Olivier Brochet, presented Long with the honor on behalf of the French government during a ceremony on June 25. This is one of France’s two highest honors, awarded to both French citizens and foreign nationals for their contributions, dedication and support.

“For over 15 years, as an architect and urban planner passionate about restoring and promoting heritage, Long has collaborated closely with French experts and partners to enhance Hanoi's beauty, livability, and cultural vibrancy, particularly by showcasing the capital's distinctive architectural heritage,” said the diplomat.

In response, Long emphasized that the recognition is a collective achievement.

“This honor is not mine alone. It reflects the shared efforts of Hanoi’s past and present leadership, as well as the dedication of experts, partners, and cultural collaborators who have shaped this meaningful journey,” he stated.

The deep-rooted ties between Hanoi and French localities have developed over the decades. Since 1989, the city and the Île-de-France region have collaborated extensively in areas such as cultural heritage, architecture, and urban planning.

Hanoi’s partnership with Toulouse is equally strong, marked by nearly three decades of cooperation in heritage restoration, cultural exchange, education, and city development, all of which have brought tangible benefits to the communities involved.

Looking ahead, Hanoi and its French partners plan to strengthen collaboration across emerging sectors, including economic development, trade and investment, agriculture, science and technology, aerospace, healthcare, and education.
