Hanoi appoints head of municipal Party’s Organization Commission

The new chief has a strong academic background, a firm political stance, and exemplary ethics.

Ha Minh Hai, Vice Chairman of the Hanoi People's Committee, has been appointed as the new head of the municipal Party’s Organization Commission. The announcement was made today, February 13, by Bui Thi Minh Hoai, Politburo member and Secretary of the Hanoi Party Committee, in Hanoi.

Hai will replace Vu Duc Bao, born on January 28, 1965, a member of the Standing Committee of the Hanoi Party Committee and Head of the Organization Commission for the 2020-2025 term. Bao will take early retirement as of February 15, 2025.

Hai will serve as Head of the Organization Commission for the 2020–2025 term starting from February 15, 2025.

In handing over the decision of retirement to Vu Duc Bao, Party Secretary Bui Thi Minh Hoai paid tribute to his outstanding contributions throughout his career and the various responsibilities he has assumed. She stressed that the Party and the State have granted him retirement to receive social security benefits.  During his 42 years of service, Bao has made many valuable and memorable contributions, said the Hanoi Party Chief.

Hoai added that he has always demonstrated strong political integrity, exemplary ethics, a spirit of solidarity, and a deep sense of responsibility. Always leading by example, Bao has fulfilled his duties as a Party member and maintained close ties with the people. Through continuous effort, training, and dedication, he has grown professionally and has been entrusted with various key positions, said Hoai, adding that his colleagues and peers highly respect and appreciate his work.

On behalf of the Standing Committee of the Hanoi Party Committee, the Party Secretary praised Bao’s contributions to the organizations, localities, and units he has served, as well as to the overall development of Hanoi. She expressed hope that Bao would continue to use his knowledge and experience to contribute insights to the  Party building efforts and the socio-economic development of the city in the coming years.

After presenting the decision to Hanoi Vice Chairman Ha Minh Hai, Party Secretary Bui Thi Minh Hoai highlighted his strong academic background, firm political stance, and exemplary ethics. She noted that he has been trained and has grown through various leadership roles, including as a department director, district party secretary, and Vice Chairman of the Hanoi People's Committee.

“In whatever position he has served, he has delivered good results, often exceeding expectations,” said Hoai. Since taking office as Vice Chairman of the People's Committee in January 2021, he has demonstrated strong leadership, dedication, and determination in leading and managing the city affairs, she continued.

“He has effectively implemented the city's programs and plans, handled complex situations with flexibility, and worked closely with central and local authorities,” Hoai added.

The Party Chief expressed confidence that in his new role, Hai will maintain his political integrity, build on his strengths, and quickly adapt to his new responsibilities. She encouraged him to work closely with the Organization Commission, other city departments, local authorities, and institutions to fulfill his duties effectively.

Hoai also emphasized the importance of his leadership in preparing for the reorganization of the city's political system and the Party Congress at all levels for the 2025–2030 term, a task that will be complex, demanding, and require high-quality execution under tight deadlines.

At the conference, the Party Secretary also urged all municipal organizations, agencies, and the Organization Commission, in particular, to foster a spirit of solidarity and shared responsibility to ensure that Hai has the necessary support to successfully carry out his new responsibilities.

Speaking at the event, Hai expressed his gratitude to the city’s leadership for the trust they have placed in him. He acknowledged the great responsibility that comes with his new role and pledged to devote his full efforts and dedication to fulfilling his duties.

Hai also expressed his hope for continued guidance and support from the Party Secretary, the Standing Committee, and various city agencies to help him achieve the best possible results in his work.

In his remarks, Bao thanked the city’s leaders for their support and the favorable conditions provided by various agencies and institutions that enabled him to perform his duties during his 42-year career. He stated that upon retirement, he would continue to fulfill his responsibilities as a Party member and contribute to his local community and the city.
