Hanoi appreciates leaders' responsibility of in fire fighting and prevention ​

According to Official Letter 4322/UBND-NC dated September 5, the Hanoi People’s Committee requests relevant units to carry out instruction of the Secretary of Municipal Party Committee at working session with Police Department of Fire Fighting and Prevention.



 
Under the Letter, the Police Department of Fire Fighting and Prevention is assigned to sum up information, give proposals, and report to the Party Official Section of Municipal People’s Committee and Commission for Internal Affairs of Municipal Party Committee; the latter will act as advisor to Party Committee in reviewing implementation of Directive 27-CT/TU dated November 19, 2014 of the Municipal Party Committee Standing Commission on increasing leadership for fire fighting and prevention, search and rescue in Hanoi in the new context.         

Hanoi Police Department of Fire Fighting and Prevention in cooperation with Command of the Capital City, Department of Agriculture and Rural Development and relevant units make report, and suggest merger of the Hanoi Steering Committee for Natural Disaster Prevention and Control and the Hanoi Steering Committee for Search and Rescue into a new steering committee; its tasks should include not only natural disaster prevention and control, search and rescue but also fire fighting and prevention. The Police Department also acts as advisor, gives proposals, and makes draft report of the Municipal People’s Committee, which requests Ministry of Public Security and relevant units to enable specify policies on fire fighting and prevention in the city, thus creating favorable conditions to ensure fire safety in Hanoi.

The Department of Construction in coordination with Police Department of Fire Fighting and Prevention and relevant units to review management processes, check compliance with the law and conformity with actual conditions, thus increasing efficiency of fire fighting and prevention work in Hanoi.


 
The Authority of Plan and Investment in cooperation with Police Department of Fire Fighting and Prevention, Department of Finance and relevant agencies make policy on calling for private investment in fire fighting and prevention; grant policies to encourage individuals and organizations whose infrastructure meet fire safety standard, especially their equipments, fire alarm and escape in houses and establishments prone to fire and explosion; transfer technology, produce and purchase equipments for fire fighting and prevention, and report to the Municipal People’s Committee.

The Police Department of Fire Fighting and Prevention in cooperation with Department of Home Affairs, Department of Finance, Authority of Plan and Investment and relevant units to prepare plan on financial support for training; provide facilities, equipments and devices for training of the police and militia, gradually build a formal, professional and modern fire fighting and prevention force; report to the Hanoi People’s Committee.

City’s agencies and sectors, People’s Committees of districts, suburban districts, towns, communes, wards and townships strictly comply with law on fire fighting and prevention as well as instruction of the Government, Prime Minister, Municipal Party Committee, People’s Council and People’s Committee; closely cooperate with Hanoi Police Department of Fire Fighting and Prevention and relevant units to handle shortcomings in fire fighting and prevention, highlight responsibility of leaders in state management, and take comprehensive measures to ensure fire safety in the city.
