Hanoi approves ambitious logistics management and development proposal

Chairman of the Hanoi People`s Committee Nguyen Duc Chung has officially approved the proposal on logistics management and development in Hanoi to 2025.

Hanoi’s government shall facilitate, co-ordinate, and support business associations to advance their role in implementing solutions to improve the capacity of logistics enterprises and the quality of logistics services, according to Decision No.814/QD-UBND.
Specifically, the Hanoi government will host events and connect enterprises and associations/enterprises in the country as well as abroad to support businesses in the following areas: co-operation and contract signing; access to preferential credit programs; supply and demand matching and step-by-step implementation of the 4PL and 5PL logistics models based on the development of e-commerce and supply chain management in a modern, effective, and professional manner.
Additional activities are as follows: promoting the formation of a human resources training network for logistics enterprises; updating teaching curricula and building in-depth textbooks on logistics; seeking international and domestic funding; and co-ordinating with international organizations, FDI enterprises, and multinational corporations to organize training programs.
Regarding infrastructure development, the People's Committees of the districts and towns in Hanoi shall be responsible for strengthening the management of the current warehouse system, and at the same time, shall co-ordinate with the functional departments to provide planning information/locations to interested investors; co-ordinate closely with investors to speed up land clearance to implement logistics infrastructure projects; assist people whose land has been confiscated by the state to recover from their occupational change, stabilize their life, carry out production activities, and develop further.

Enterprises investing in building logistics infrastructure should gather resources to effectively implement their projects and put them into operation and exploitation to meet project progress and quality. Manufacturing and trading enterprises should take the initiative to apply advanced supply chain management models in their business processes and actively utilize outsourced logistics services, hence gradually reduce the self-investment and self-organization of transportation, warehousing, and completion of procedures related to products and goods.
The Hanoi government assigned the city’s Department of Industry and Trade to lead and co-ordinate with other departments and related branches, as well as with other lower-level city government authorities to work out plans for the effective implementation of the scheme.
