The Hanoi government pointed to the shortage of funding as the main deficiencies. Without funding, there has not been a master plan, nor a basic infrastructure to link the urban centers of the city, which causes delays in the relocation of ministries and central government agencies, it said.

Hanoi’s authority said that relocation of people out of overcrowded inner city has to be the joint work of different branches and it has to be the focus of any city’s master plan. The city has established urban zones to call for development.

Satellite urban areas will be developed synchronously in both technical and social infrastructures, so that industrial facilities, high-tech centers, education, training and health institutions can be relocated.

Satellite urban areas are thought to be about 25-30km away from Hanoi’s center. This is the optimal distance to ensure their relative independence and will be interconnected by high-speed public transport (urban railways and high-speed buses).
