The results of local-level cooperation, especially between Hanoi and Gyeonggi Province, as well as other localities in South Korea, are positively contributing to deepening the relationship between the two countries.
Hanoi calls on Gyeonggi Province to prioritize promoting sectors identified by the capital as driving forces for growth, such as high-tech agriculture, tourism, education, and healthcare.

Additionally, focus should be given to other crucial areas like high-tech projects, ancillary industries, biotechnology, new materials, environmental technology, and clean energy.
Secretary of the Hanoi Party Committee Dinh Tien Dung expressed this view during a meeting with Gyeonggi Province Ambassador Kang Kum-sil on March 21.
During the meeting, Dung expressed his delight in hosting the Gyeonggi Province delegation. He also appreciated the significance of the visit in further promoting the cooperation initiatives discussed at the previous meeting and as proposed in the letter from the Governor of Gyeonggi Province in September 2023.
Ambassador Kang Kum-sil of Gyeonggi Province expressed his gratitude for Hanoi's warm welcome and proposed that the two cities prioritize cooperation in climate change mitigation and environmental pollution solutions, focusing on air pollution.
She also expressed her wish to sign a Memorandum of Understanding (MoU) to establish friendly relations and cooperation between the Hanoi People's Committee and the Gyeonggi Provincial Government, as well as to collaborate with the Hoa Lac High-tech Park.
For his part, the Hanoi Party Chief emphasized the importance of the signing of the MoU between the Hanoi People's Committee and the Gyeonggi Provincial Government as a crucial step in laying the foundation for friendly relations, maintaining an information exchange mechanism and exploring new prospects and opportunities for cooperation between the two sides.
He assured that Hanoi would proceed with the necessary procedures to sign this MoU during the upcoming high-level leadership visit to South Korea, scheduled for the second quarter of 2024. Commenting on Gyeonggi Province, Dung said the park is now adequately equipped to attract domestic and foreign investors.

Welcoming Gyeonggi Province's strengths, experiences, and promotion proposals, Dung noted that Hanoi supports ideas such as organizing an investment promotion conference for the Hoa Lac High-tech Park during the Hanoi delegation's visit to South Korea and promoting cooperation between Gyeonggi Province's Housing Development Company and the Hoa Lac High-tech Park.

Kang Kum-sil mentioned that the province is reviewing and supplementing the contents of the MoU, including additional environmental protection measures such as supporting resources for the water environment and air pollution and providing advisory and technical support solutions.
She hoped that Hanoi would participate in the international environmental protection workshop scheduled for August or September in Gyeonggi Province. She also expressed the hope that Hanoi would join cultural exchange activities, art exhibitions, and music exchanges for children and to share translations related to renowned scholars from Vietnam and South Korea to promote the cultures of both countries.
Additionally, she hoped for an early signing of the MoU to establish friendly relations and cooperation between the Hanoi People's Committee and the Gyeonggi Provincial Government during Dung's visit to South Korea.
