Hanoi makes effort to complete key commenced projects

Hoang Mai District yesterday started groundbreaking ceremony for the project of expanding Tam Trinh Road. In the period of 2016 to 2020, Hanoi has 51 key projects with total investment of VND 276,333 billion. The Party Committee, People’s Council and People’s Committee enhance leadership to speed up progress of the projects, especially in the field of transport.

The Municipal People’s Committee founded steering committee for key projects in the 2016-2020 period and working group to help the steering committee during implementation of each project, and urged units to enhance progress of the projects. City’s authorities proactively cut down time to process administrative procedures and accelerated construction of the works. Since the beginning of 2016, three projects have been approved (O Dong Mac - Nguyen Khoai overpass, Co Linh intersection, expansion of Ring Road 3 for the Mai Dich - Nam Thang Long section).

By the end of September, some projects are being implemented on schedule, such as Soc Son Waste Treatment Complex with total investment of VND 969.12 billion; urban railway project  (Nhon - Ha Noi Station section) with total investment of VND 32,910 billion, and upgrade of Thanh Nhan Hospital with VND 458 billion. Urgent transport projects are being implemented, such as O Dong Mac - Nguyen Khoai overpass, Co Linh intersection, and extended Ring Road 3.

​However, the city is facing difficulties with some projects behind schedule and slow disbursement. Reasons are specified, like lack of drastic effort from investor, difficulties in procedures of clearing land and approving design as well as estimates, and slow progress of land clearance.

In order to enhance implementation of key projects in the 2016-2020 period, the Municipal People’s Committee asks city’s authorities, sectors and investors to perform following tasks: 1. Increasing responsibility and effort for land clearance, especially in the key projects; 2. Building resettlement residential areas to ensure houses for land clearance; implementing land clearance to speed up progress for key projects; 3.Increasing resources for investment in key projects, such as mobilizing savings in public services, checking unnecessary public assets, creating land funds in newly established districts, reviewing land fund in urban areas to hold auction and create capital for development and investment, attracting more ODA and enhancing management.

For ODA funded projects, the city urges investors to speed up progress of on-going projects while ensuring technique, aesthetic standards and quality; enhance disbursement and report to the city’s working group according to regulations; complete investment procedures soon.

For PPP projects, the state authorities, units authorized to sign contracts and units assigned to make project proposal shall enhance progress, proactively cooperate with other authorities and investors to ease difficulties, complete project proposal and allocate land for the urgent and key projects. People’s Committees of the districts and towns where key projects are implemented shall cooperate with investors to conduct land clearance and accelerate project.

Speaking at the conference with districts and towns, Secretary of the Municipal Party Committee Hoang Trung Hai urged drastic effort to implement the projects and tackle problems, especially to propose specialized policies on process, ODA and planning in conformity with demand for development. He also asked the Party Official Section of the Municipal People’s Committee to urge relevant authorities and units, check and supervise implementation of the key projects, and take drastic measures to ensure progress.
