Hanoi mayor urges 24-hour processing for key projects

Key priorities include investment and infrastructure, focusing on public investment, FDI, PPP, industrial parks, high-tech zones, energy, trade, and urban housing.

THE HANOI TIMES — Chairman of the Hanoi People's Committee Tran Sy Thanh has asked local authorities to speed up the administrative process, including working on a 24-hour basis for key projects.

The move is revealed in the Official Document No. 991/UBND-TH signed by the mayor on March 19, which orders the streamlining and acceleration of the processing times of various administrative procedures to support the city's goal of achieving over 8% GDP growth.

In this regard, Thanh has instructed a streamlined process to speed up administrative procedures to support businesses, boost investment, consumption, exports, and innovation for the set economic growth targets.

Authorities are mandated to apply a priority "green lane" mechanism to ensure that urgent cases are dealt with promptly and without delay. Decentralization and delegation of authority will be maximized to eliminate unnecessary steps, improve administrative efficiency, and create a business-friendly environment in line with national and municipal policies.

Key priority areas include investment and infrastructure development, focusing on major projects such as public investment, FDI, public-private partnership (PPP), industrial parks, high-tech zones, energy, trade, and urban housing projects. Export, logistics, and international trade procedures will also be prioritized, including customs clearance, international freight transportation, and policies to support large-scale export logistics.

Processing of applications for financial support, especially preferential loans and incentive programs for high-tech industries, will be expedited. Similarly, approvals for highly skilled foreign workers, R&D centers, technology start-ups, and intellectual property registration will be fast tracked. Digital infrastructure, AI, smart cities, and high-tech transportation projects will receive priority processing.

Municipal department heads and district authorities must review and streamline procedures, using AI to classify and prioritize cases, cutting processing time by at least 60%. Urgent projects that directly contribute to the 2025 GRDP are flagged for immediate action, with "green lane" markings for tracking and enforcement.

Special attention will be given to key projects such as the redevelopment of the Hoan Kiem Lake area, the construction of major bridges such as Tu Lien, Tran Hung Dao and Ngoc Hoi, the extension of roads around the West Lake, the revitalization of the To Lich River, the infrastructure of the Hoa Lac High-Tech Park, and the Hanoi section of Ring Road No. 4. The urban railway line No. 5 (Van Cao - Hoa Lac) must also be processed within 24 hours from the submission of the documents.

Strict oversight will ensure timely processing, with accountability measures for delays. Authorities must maintain close coordination with city departments, national agencies, and businesses, promptly escalating unresolved issues for high-level intervention.

By March 25, 2025, a hotline, website, and digital communication channels, including email, Facebook, and Zalo, will be launched for the public to report delays. Complaints regarding "green lane" processing must receive a response within 48 hours, either through resolution or clear guidance on the next steps.
