Hanoi: More effort to realize socio-economic development

Hanoi Party Committee has recently released Plan 31-KH/TU on realizing Conclusion 09-KL/TW of the 4th session of the 12th Central Committee of the Communist Party of Viet Nam on socio-economic status and state budget estimates in 2016, socio-economic development targets and state budget estimates for 2017.



 
Accordingly, Hanoi aims to further improve investment and business environment; encourage startup, creative startup and growth; guarantee social protection, environment protection and improve people’s life; enhance development of culture, education and health; improve planning, construction, urban management, environment protection and new-style rural area development; ensure national defense, social security and order; promote implementation of laws and administration reform; implement anti-corruption, thrift practice and wastefulness combat.

The Capital of Hanoi sets following targets:

GRDP growth rate is 8.5% to 9%; per capita GRDP is VND 86-88 million. Investment for development increases 11-12%. Export turnover raises 4-5%; total state budget revenue reaches VND 204,772 billion; total local budget revenue reaches VND 78,539,245 million; total local budget expense is VND 78,043,245 million, of which VND 33.448,222 for development and VND 42,067,663 for regular expenses; local budget surplus in 2017 is VND 496 billion. VND 3,500 billion is mobilized through capital city construction bond.

Crude birth rate reduces 0.1%; rate of women having third child reduces 0.1%, and rate of malnourished children under 5 years old reduces 0.2% against the last year. 24 more communes, wards and towns reach national standards; health insurance coverage is 82.8%; poverty rate reduces 0.6% compared to last year. Unemployment rate in urban area is below 4%; rate of trained employees is 59.5%. 80 public schools meet national standards. 86.5% of households are recognized as Cultural Families; 60% of villages, hamlets and 70.5% of residential groups are recognized as cultural units.

Clean water is supplied to 100% of households in urban areas and 40% of households in rural areas. 98% domestic waste in urban area and 88% of domestic waste in rural area is collected and transported in day. 100% of new industrial clusters and 55.8% of running industrial clusters have standard wastewater treatment plants. 22 more communes meet standards of new-style rural area.

Party units and governments at all levels, Fatherland Front and political, social organizations increase leadership for comprehensive and effective implementation of the Municipal Party Committee Action program, add tasks under their management to socio-economic development plan and estimates for 2017, and specify missions and measures. That would create significant change in people’s awareness and behaviors, contribute to implementing Year of Administrative Discipline 2017 campaign and successfully performing political tasks in 2017 as well as the next years.
