Hanoi needs additional US$3 million/year to support public transport

The additional funding is intended for the mass public transport system in the city, including urban railways, buses, car parking lots, interchanges and logistics centers.

Hanoi city needs an additional VND71.95 billion (US$3.094 million) to the budget allocated annually to support public transport  (about US$77.4 million) per year, Director of the Hanoi Department of Transportation Vu Van Vien said at the Hanoi People's Council meeting on July 10.

In particular, about VND12.35 billion (US$531,050) per year goes to the support of clean fuel use, about VND17.3 billion (US$743,900)/year for ticket price subsidy, VND12.3 billion (US$528,900)/year for toll payment and passenger insurance and about VND30 billion (US$1.29 million)/year for other policies, Vien added.

The additional funding is intended for the mass public transport system in the city, including urban railways, buses, car parking lots, interchanges and logistics centers. 

The Hanoi People's Council also approved the resolution on "Prioritizing development of mass public transport system, encouraging investment in construction and operation of bus stations and car parks, applying high technology in management and operation of transportation system.”

The resolution will attract people to use the mass public transport system to reduce traffic congestion, traffic accidents and environmental pollution. The resolution will take effect from July 20, 2019.

In order to encourage people to use public transport, the city will exempt ticket fees for the disable, the elderly, children under six years old and low income people.

The city’s budget will support 50% of the monthly fare for students and industrial park workers; 30% of monthly fare for public servants, employees, enterprises outside industrial zones to buy monthly tickets in group.

The city’s budget will support 100% of the fare in the first 15 days since the urban railway lines are put into commercial operation.
