Hanoi pilots two-tier government with new procedure catalogs

The pilot program will run from June 20-26.

THE HANOI TIMES — Hanoi's authorities have delegated 331 catalogs of administrative procedures to the commune and ward levels as part of a pilot program for a two-tier local government system.

This information is outlined in Decision No. 3076 signed on June 19 by Hanoi People's Committee Vice Chairman Nguyen Trong Dong. 

It specifies that the Hanoi People's Committee officially transferred this list of procedures to be carried out at the commune and ward levels during the pilot phase.

Specifically, 64 administrative procedure catalogs under the jurisdiction of municipal departments and agencies, and the remainer currently handled by district-level People's Committees, have been reassigned to the commune level for testing.

The pilot program will run from June 20-26. Accordingly, the city's Public Administrative Service Center will work with relevant agencies to complete administrative procedures on the city's information system, ensuring efficient handling during the trial phase of the two-tier local government.
