Hanoi promotes digital learning to build a smart, modern and competitive capital

Hanoi is advancing digital learning by engaging citizens, students and businesses in community programs that promote technology access, innovation and digital skills for all.

THE HANOI TIMES — Hanoi is taking the lead in digital transformation through activities such as the “Digital Learning for All” campaign and digital skills training for local officials, reflecting the city’s determination to become a metropolis of digital government, digital society and digital citizen.

In Dong Anh Commune, students on October 9 eagerly assembled and operated AI-powered robots, created AI-generated artwork and explored cultural heritage through virtual reality (VR).

Each robot had unique features based on its design and programming, giving students hands-on experiences that stimulated creativity and technological thinking.

Ngo Dang Khoi, a student at An Duong Vuong Secondary School, was thrilled to assemble and control the robot himself. “Through this activity, I learned how robots work and came up with new ideas for studying.” he said.

Vice Principal Tran Thi Quyen said that early exposure to technology helps students develop creative and analytical skills.

She noted that the school has begun integrating AI into lessons, giving students more opportunities to learn through practical experience.

Tay Ho Ward later launched the “Digital Learning for All” campaign, reaffirming its goal of becoming a model of digital transformation, where people use technology effectively and confidently. At the event on October 10, residents and students experienced new digital tools and platforms during the event.

The ward now provides all eligible administrative procedures online, trains officials to use digital signatures and e-files and guides households and businesses in using iHanoi, VNeID, Etax Mobile and cashless payment apps. The ward’s “45-Day Digital Transformation Support Campaign” earned praise from city leaders for spreading digital awareness throughout the community.

These measures have helped create a modern, efficient public service environment and ranked Tay Ho fourth among 126 communes and wards in Hanoi in citizen and business satisfaction with administrative and online services.

The urban ward of Xuan Dinh has also launched the “Digital Literacy for All” campaign and hosted a seminar titled “Perspectives on a Smart City,” attracting strong community engagement.

Nguyen Thuong Son, Chairman of the ward People’s Committee, said that local government aims to equip citizens, especially the elderly and vulnerable groups, with essential digital skills to narrow the digital divide.

“We want everyone to be able to join regular technology learning programs linked to science and innovation,” he said.

The ward has guided residents and businesses in using key online services such as VNeID, iHanoi, the National Public Service Portal and online school registration systems.

It also promotes cashless payment and digital lifestyle apps, including online healthcare, e-pharmacy, movie ticket booking, online grocery shopping and e-parking.

“At first, I found smartphones difficult to use, but thanks to the patient guidance of the young volunteers, I can now submit forms and make payments online easily,” said 65-year-old Nguyen Minh Ha.

Nguyen Minh Y, Vice Secretary of the Youth Union, said the “Mobile Team for At-Home Online Public Service Support” model has helped hundreds of residents access digital services more confidently.

The ward also organized “Digital Youth Week” and “Technology Experience Day” to encourage young people to lead digital learning, teach residents to use online services and promote cashless payment adoption.

In Phu Xuyen Commune, the digital learning movement focused on using artificial intelligence (AI) to improve local management and operations. They were guided by Viettel Digital experts to apply AI tools in improving decision-making and streamline management tasks.

The commune is also building centralized management and data-sharing systems to increase accuracy and efficiency. By combining technology and AI-driven data analysis, Phu Xuyen aims to ensure up-to-date, reliable information for government operations.

Spreading digital learning across the community

These activities are part of Hanoi’s broader plan to promote learning, expand technology access and foster a culture of digital education. They also serve as practical actions to celebrate National Digital Transformation Day 2025, nurturing creativity and innovation in the community.

The city aims to create a comprehensive digital learning environment that encourages residents to be proactive, adaptable and innovative digital citizens.

Speaking at the launch of the Nationwide Digital Learning Campaign this week, Vice Chairman of the Hanoi People’s Committee Truong Viet Dung said citizens and businesses play a central role in the city’s digital transformation.

To achieve this goal, Hanoi is maintaining community digital technology teams, expanding the “Digital Literacy for All” campaign and strengthening digital education in schools, he said.

Businesses, cooperatives and household enterprises are increasingly adopting digital platforms in production, management and trade, showing the growing momentum of the city’s transformation, the vice chairman added.

Dung called on agencies and organizations to make digital learning a daily habit, while schools should teach their students about digital skills, safety and ethics to build a strong foundation for the future.

He also urged social organizations to support vulnerable groups, ensuring that no one is left behind in the digital transformation process.

Hanoi has put multiple initiatives of digital transformation in practice such as “Land-Use Certificate Delivered to Your Doorstep,” which speeds up administrative procedures and “One-Touch Business,” which supports online business registration. These models simplify government processes and create opportunities for citizens to practice digital skills.

Vice Chairman Dung said that the city government will continue developing a comprehensive digital transformation program by upgrading infrastructure and building a shared data system and user-friendly and secure online services that protect personal data.

“Let’s work together toward a digital learning society where people know, understand, use and create with technology where public services are convenient and digital trust is strong,” he said.
