In the context of the world's digital transformation, Hanoi has been at the forefront of promoting digital transformation and building a smart capital city.
The Hanoi People's Committee has just issued a resolution to promote digital transformation in small and medium-sized enterprises (SMEs), with the goal of all such enterprises in the city using digital signatures and e-invoicing and raising their awareness of digital transformation.
According to the resolution, 2023 has been identified as an important year to start and accelerate the digital transformation process. The main goal is to ensure related projects achieve their goals by 2025. In the past, Hanoi has focused on developing tools, guides, software, and databases for digital transformation, as well as communication, to raise awareness of the process, especially among SMEs.
Dang Thi Huong, Deputy Director of the Hanoi Business Support Center, said the city's move aligns with Vietnam's policies promoting the digital economy and implementing the 4.0 industrial revolution. Access to new achievements in production will help enterprises effectively join the global value chain, accelerate industrialization, expand markets, and stimulate economic growth.

"In 2023, the Hanoi Business Support Center has implemented many business support programs, including direct training programs for small and medium-sized enterprises in production and processing; consulting businesses on registration procedures, investment certificate applications, and other administrative formalities of the Municipal Department of Planning and Investment; implementation of innovative support programs for start-ups, among others," Huong said.
In addition, the Hanoi People's Committee has taken solutions to raise awareness about digital transformation among enterprises through electronic publications, manuals, and YouTube channels on knowledge, skills, technology, and digital transformation. Advice has been provided in priority areas for digital economic development, such as finance and banking, trade, agriculture, industrial production, tourism, logistics, network security, and energy.
The city government will adjust the plan to support the digital transformation of enterprises comprehensively and effectively in 2024. Specifically, Hanoi will upgrade software and data collection systems related to the plan to keep up with development trends and technological innovations every year. More documents, manuals, and publications related to digital transformation will also be released.
By 2025, the Hanoi government will develop a digital transformation ecosystem to provide comprehensive and extensive support to SMEs in the city. The digital transformation channel of the Hanoi Business Support Portal at http://hotrodoanhnghiep.hanoi.gov.vn will also be upgraded.
Hanoi is making efforts to promote digital transformation and build a smart capital city in the context of the world's digital transformation. These efforts aim to help enterprises overcome challenges and seize opportunities in the digital economy, strengthening economic growth and sustainable development.
Building digital infrastructure, training human resources, and supporting businesses are essential parts of this transformation journey.
