Hanoi proposes ODA injection for Metro line 8

The city has just proposed the Ministry of Planning and Investment (MPI) to mobilize South Korean official development assistance (ODA) for technical support for Metro line 8.

The railway is among eight metro lines to be built under the city master plan to 2030, with vision to 2050. 
Once completed, the metro line would connect large and key urban zones of Hanoi such as Hoai Duc, Cau Giay, Thanh Xuan, Hoang Mai and Gia Lam. The project is scheduled to be conducted after 2020.  
Earlier, the Vietnamese and South Korean goverments agreed to jointly conduct the project’s pre-feasibility study, which is funded by South Korean ODA worth US$4 million and VND15 billion (US$660,000) in reciprocal capital from Hanoi
The construction of the railway line will be part of the Hanoi’s plan to enhance its public transport network and limit personal vehicles in the central business districts. Accordingly, Hanoi will have ten urban railway lines with a combined length of 417.8 kilometers by 2030.
The city will need over US$40 billion for the constructions, including US$7.5 billion in 2017-2020, US$7.6 billion in 2021-2015, US$3.5 billion in 2026-2030, and $21.3 billion after 2031. All items will be built under the public private partnership (PPP) model, under which investors can use land to develop urban infrastructure and shopping centers.
Delays and cost overruns arise in the city’s efforts to reface its public transportation system. The two urban railways under construction in Hanoi are stark examples.
Cat Linh – Ha Dong skytrain line or Metro line 2A is expected to go into operation by 2018, well beyond the initial estimates of December 2016.  Most recently, the city announced another delay for the finishing date of Metro line 3 running from Nhon to Hanoi Station, by 2030.
