Hanoi Public Administration Reform (PAR) Index Topped Nationwide
Since the first few months of the year, the Hanoi People’s Committee has focused on conducting the “2017 Year of Administrative Discipline”.
Under this motto, disciplines, responsibilities and qualities of public services have improved. The PAR Index improved by 6 places in comparison to that of 2015 and ranks number 3 out of 63 provinces and cities Nationwide.
In accordance to the report on the performance of the “Socio-economic Development Plan” of the first six months and on the missions and central solutions of the last six months in 2017 of the Hanoi People’s Committee, for the time being, the Committee has actively supervised and organized administrative regulations and announced the removal of unnecessary 60 legal regulations and 23 documents that have been either completely or partially out of date. Furthermore, the establishment and facilitation of a system of digital one-stop-shop which connects three levels of public online service (POS) system have also been operated. 46 POS at stage 3 and 4 have been launched and 35 services are on trial.
Since the beginning of the year, the Hanoi People’s Committee has concentrated on carrying out the “2017 Year of Administrative Discipline” In addition, the Committee is involved in testing and supervising the performance of administrative disciplines and administrative tasks. The city has assigned expenditure on public cars operation in 8 agencies. Accordingly, regulations, disciplines, attitudes, responsibilities and qualities of services have transformed positively. The PAR Index increased by 6 levels compared to that in 2015. Hanoi is ranked number 3 out of 63 provinces and cities at national scale.
The City continues instructing departments and agencies to reorganize the system and structure of organization. 5 departments specializing in project management and an investment fund were established. The interdisciplinary working group is established to settle the procedures deciding investment regulation as well as to devise a system of approving project proposals and solving difficulties which investment projects encounter.
According to the report of the Director of the Hanoi Department of Planning and Investment Nguyen Van Tu, besides mentioned achievements, the Public Administration Performance Index (PAPI) of Hanoi declines in rank and is currently at a low level, particularly concerning the participation of citizens at provincial level, the transparency in the process, and the responsibility of responsible agencies to explain to citizens.
In the coming time, Hanoi will continue to review and revise regulations and policies toward transparency and efficiency, also to reduce unreasonable expenses for citizens and enterprises.
In order to make a breakthrough in staffs’ disciplines, attitudes and responsibilities to increase service quality, the efficiency in consulting process, especially in fields of master planning, building, resources and environment management should be improved. Implementing solutions to increase PAPI ranking is also necessary. The structure of public organizations needs to be reorganized and developed. It is necessary to implement regulations on every agency and unit and clearly define responsibilities and rights for each individual and organization. Furthermore, improving the rate of IT application in the operation of government agencies is crucial to provide citizens with access to public services. E-government can also improved if the database is developed, upgraded and expanded.
