Hanoi wants to simplify procedures to accelerate billion-dollar ring road

Under a prime ministerial decision, ring road No.4 has a total length of 136.6 kilometers connecting Hanoi with Vinh Phuc, Hung Yen, Bac Ninh and Bac Giang provinces.

Hanoi city’s authorities have proposed the Vietnamese government to simplify procedures for speeding up billion-dollar ring road No.4 that would connect some northern provinces to boost economic growth.

Vice Chairman of the municipal People's Committee Duong Duc Tuan made the statement at a recent conference to discuss the five-year socio-economic development plan (2021-2025) of the capital city.


By streamlining procedures,the Ministry of Transport (MoT) and provinces and cities involved in the projects could fast-track them, Tuan said.


Under a prime ministerial decision, ring road No.4 has a total length of 136.6 kilometers connecting Hanoi with Vinh Phuc, Hung Yen, Bac Ninh and Bac Giang provinces.


Costing some VND72 trillion (US$3.1 billion), it crosses 14 districts of the three localities. The section that runs through the capital city spans 56.5 kilometers across the seven local districts of Soc Son, Me Linh, Dan Phuong, Hoai Duc, Thanh Oai, Thuong Tin, and Ha Dong.


The road construction is considered as one of the driving forces for the city’s economic development in the next five years, Vice Chairman Duong Duc Tuan said.


The detailed plan for ring road No.4 was approved by the Prime Minister 10 years ago (Decision No. 1278 dated July 29, 2011) with the aim of reducing traffic congestion, realizing the regional transport plan, linking expressways, radial national highwaysand satellite towns. The road is scheduled to be completed in 2020 but so far works on it have not Started yet.


Under the regional road development plan, the number of ring roads connecting Hanoi city with neighboring provinces and cities will be seven, including ring roads 1, 2, 2.5, 3, 3.5, 4 and 5.
