80th Anniversary of Vietnam People's Public Security Forces (1945–2025)

Hanoi’s police uphold vow to serve the nation and its people

There is no chance to review or correct mistakes when it comes to breaches of national security.

THE HANOI TIMES — Hanoi is moving forward with the nation into a new stage of development, full of opportunities but also many challenges. The global and regional landscape remains complex and unpredictable, while non-traditional security issues such as cyber threats, climate change, and epidemics are on the rise.

Domestically, rapid urbanization and strong socio-economic growth have been accompanied by increasingly sophisticated crimes and legal violations. Hostile and reactionary forces continue to exploit issues of democracy, human rights, ethnicity, and religion to incite unrest and opposition.

These challenges place heavier demands on the People’s Public Security forces in general, and on the Hanoi Public Security in particular.

This is also a historic moment as the entire Party and People are carrying out a second wave of national renewal, as General Secretary To Lam has emphasized. The country has implemented a major reorganization of administrative units and local two-tier governments, moving from a “running while lining up” state to a “straight line, clear path, united advance” toward the future. The focus is on translating four key strategic Resolutions into action, creating powerful momentum for the nation and the Capital.

To successfully fulfill the mission entrusted by the Party, the State, and the People, the Hanoi Public Security must continue to thoroughly implement the Party’s guidelines on national security and social order, closely follow the leadership of the Party Central Committee, the Central Public Security Party Committee, the Ministry of Public Security, the Hanoi Party Committee, and the municipal People’s Committee.

Most importantly, they must deeply absorb General Secretary To Lam’s directive on the significance of ensuring security in the Capital: “There is no chance to review or correct mistakes when it comes to breaches of national security.”

In this context, the Hanoi Party Committee expects continued support and guidance from the Central Committee and cooperation from the Ministry of Public Security. The Party, Government, and People of the capital believe that under the close direction of the Central Public Security Party Committee and the Ministry of Public Security, the Hanoi Public Security will build on the momentum of the successful 29th Congress of the Hanoi Police Party Committee for the 2025–2030 term, ensuring effective implementation of the Resolution from the start.

Party building will be advanced in close connection with the patriotic emulation movement “For National Security” and with studying and following Ho Chi Minh’s thought, ethics, and style, as well as the “Six Teachings of Uncle Ho for the People’s Public Security.”

The Hanoi Public Security must continue to be pioneers and role models across the national security forces, innovating in thinking and action, strengthening capabilities, and ensuring effective security protection in this new revolutionary stage.

They will build a stronger people’s security posture, aligned with the operation of two-tier local government, and safeguard a peaceful and stable environment for the capital’s development.

The force is committed to implementing Resolution No. 22-NQ/TU (November 1, 2023) of the Hanoi Party Committee and Project No. 410 (December 15, 2023) of the Hanoi People’s Committee on strengthening the Hanoi Public Security into a truly clean, strong, regular, elite, and modern force, ready to meet the demands of the new situation.

The focus will be on building a professional, disciplined police force that embodies the image of Hanoi’s exemplary, steadfast, responsible officers who dedicate themselves to the safety of the people.

Strict discipline and political integrity will be reinforced, along with professional expertise. Special attention will be given to building capable commune and ward police forces that are close to the People, understand the People, and protect the People.

Every officer and unit must be proactive in monitoring situations and defeating all hostile plots and activities. Strong action will continue against drug-related crimes, cybercrime, and economic crimes, while also addressing environmental pollution and promoting law enforcement compliance. These efforts aim to build a civilized, modern, safe, and livable Capital worthy of its title “City for Peace.”

Promoting the “Capital Innovation and Creativity” movement, the Hanoi Public Security is accelerating digital transformation to support the political system and society in achieving the strategic goals of the Party and the State.

They are pioneering efforts to build a smart city, managing security through digital solutions, beginning with the rollout of a comprehensive modern security camera network across the Capital.

In the immediate term, the Hanoi Public Security must ensure absolute safety for major political events, including the 80th Anniversary Parade of the August Revolution and National Day on September 2, the Party Congresses at all levels, the 18th Hanoi Party Congress, and especially the 14th National Party Congress. These events are of great political and historical significance, serving as the highest test of the resolve and capacity of the capital’s police force.

Eighty years of proud history of the People’s Public Security forces, including the glorious tradition of Hanoi’s heroic police, form a strong foundation for new achievements in this era of national rise. With that legacy, the People’s Public Security in general and the Hanoi Public Security in particular will remain true to their oath “For the Nation, Sacrificing Oneself; For the People, Serving Wholeheartedly,” standing at the forefront as the “sharp sword of the Party” and the “steel shield” against crime, safeguarding national security and social order, and deserving the trust of the Party, the State, and the People.
