Hanoi seeks special mechanisms to accelerate two mega ring roads

The two ring roads would connect Hanoi with near 10 other provinces.

Hanoi city’s authorities have proposed to the central government special mechanisms for speeding up two billion-dollar ring roads No.4 and 5 that would connect 10 provinces to boost economic growth, local media reported.

The special mechanism would be in forms of simplified procedures so that the Ministry of Transport (MoT) and provinces and cities involved in the projects could fast-track them.

Hanoi also suggested that the MoT should be in charge of the construction of the entire ring road No.5 connecting eight provinces and cities in the North to ensure better connectivity, while Hanoi would be responsible for ring road No.4 whose construction would start the immediate future.

For ring road No.5, as of May 2020, only a small section of it has been completed with investment capital of US$170 million.

Under a prime ministerial decision, ring road No.4 has a total length of 136.6 kilometers connecting Hanoi with Vinh Phuc, Hung Yen, Bac Ninh and Bac Giang provinces.

Costing some VND72 trillion (US$ 3.1 million), ring road No.4 crosses 14 districts of three localities. The section that runs through the capital city spans 56.5km across the seven local districts of Soc Son, Me Linh, Dan Phuong, Hoai Duc, Thanh Oai, Thuong Tin, and Ha Dong.

The 331-km ring road No.5, meanwhile, crosses 35 districts of eight northern provinces and cities, including Hanoi, Hoa Binh, Ha Nam, Thai Binh, Hai Duong, Bac Giang, Thai Nguyen, and Vinh Phuc. Its section through Hanoi is about 48km long.

As such, the number of ring roads to connect Hanoi city with other Vietnamese provinces and cities will be seven, including ring roads 1, 2, 2.5, 3, 3.5, 4 and 5.
