Chairman of the Hanoi People's Committee Tran Sy Thanh has signed Decision No. 4762 to set up an Appraisal Council to grade city agencies' administrative reform index in 2024.

The Council consists of 10 members, headed by the Vice Chairman of the Hanoi People's Committee, Ha Minh Hai, and the Director of the Department of Home Affairs as his deputy.
The Council's responsibilities include reviewing reports on self-assessments and scoring the 2024 administrative reform performance of city departments, equivalent agencies, and district-level People's Committees. It will verify the self-assessment scores of these entities and determine the final scores based on specific criteria and components for each department, district, and town.
The Council will also review and approve the results of a public opinion survey that helps grade the 2024 Administrative Reform Index for city departments, districts, and towns. The final results will be submitted to the People's Committee for approval and public announcement.
The Council will act collectively, and decisions will be considered valid if approved by more than 50% of its members, either present or by written consent.
Following last week's meeting between Prime Minister Pham Minh Chinh and the city's leaders, the Government Office issued a directive urging the city to intensify efforts in addressing institutional, procedural, and policy challenges. It also emphasized improving bureaucratic efficiency and accelerating digital transformation to better support businesses and residents, with the goal of ranking among the top 5 to 10 regions in administrative reform.
The city's Public Administration Reform (PAR) Index ranked in the top 10 for 2021, 2022, and 2023. Notably, in 2022 and 2023, the city placed 3rd out of 63 provinces and subnational cities, moving up 7 spots from its 2021 ranking.
Hanoi's Satisfaction Index of Public Administrative Services (SIPAS) has consistently remained above 80% for the past five years. In 2023, it rose 9 positions compared to 2022, placing the city among those with the highest satisfaction ratings.
Hanoi's Provincial Competitiveness Index (PCI) for 2023 reached 67.15 points, ranking 28th out of 63 provinces and cities, an improvement of 0.41 points.
