Hanoi simplifies administrative procedures
Hanoi authorities can access personal documents via the VNeID system for online public services, so citizens no longer need to present physical documents when completing administrative procedures or transactions.
THE HANOI TIMES — Hanoi continues to streamline administrative procedures, exempting citizens from presenting physical documents for public services.

The move was announced in Document No. 1850 of the Municipal People's Committee on the implementation of several measures for the reorganization of administrative units and the establishment of a two-tier local government model.
The document emphasizes that the two-tier local government model and the restructuring of commune-level administrative units are important strategic directions set by the central government. It marks a significant institutional breakthrough, a transformative step toward a long-term "100-year vision" for national development.
The Hanoi People's Committee has ordered local agencies and grassroots authorities to thoroughly instruct all officials and public servants to comply with central regulations. These include the 2023-2030 Plan for the Reorganization of District- and Community-level Administrative Units, Guidelines for the Restructuring of State Apparatuses, the 2023 Law on Citizen Identification, and Regulations on Electronic Identification and Authentication.
For administrative procedures that require submission via online documents already integrated into citizens' digital ID cards or VNeID accounts, government agencies, political organizations, and socio-political organizations will be authorized to access relevant data directly from VNeID. Citizens will not be required to present physical documents for such processes.
The Hanoi People's Committee has asked the Department of Culture and Sports to lead a public awareness campaign using diverse and creative communication channels to ensure that citizens are well informed and supportive of the changes in administrative procedures and civil transactions.
