Hanoi has launched an expanded plan to combat HIV/AIDS in 2025, which aims to improve early detection, increase access to treatment and strengthen harm reduction measures.

The city aims to have 90% of people living with HIV aware of their status, 90% of diagnosed patients on antiretroviral (ARV) treatment, and 98% of those on treatment achieving viral suppression. By 2025, Hanoi aims to detect 370 new HIV cases, provide needles to 80% of injecting drug users, and ensure that 70% of female sex workers and men who have sex with men (MSM) have condoms.
The city will also continue to provide methadone treatment to more than 4,300 people addicted to opioids and expand access to pre-exposure prophylaxis (PrEP) for high-risk populations.
Efforts will focus on harm reduction, testing, and scaling up treatment. Public awareness campaigns will be intensified, targeting high-risk groups, while mobile HIV testing services will be used for early detection. The health system will continue to integrate HIV/AIDS services into general hospitals and community clinics to ensure comprehensive care and treatment adherence.
The Hanoi Department of Health is leading implementation, coordinating with law enforcement and social service agencies to improve outreach and strengthen surveillance. The city will also improve security at methadone treatment facilities and rehabilitation centers. As part of a broader public health strategy, the authorities are committed to reducing HIV transmission and ensuring that those affected receive timely support and care.
