Hanoi strengthens culture of law compliance through education and innovation

As Vietnam celebrates Law Day on November 9, Hanoi has stepped up efforts to build a culture of law compliance and raise public respect for the Constitution and the legal system. 

THE HANOI TIMES — Deputy Director of the Hanoi Department of Justice Pham Thi Thanh Huong spoke with Kinh te & Do thi (Economic and Urban) Newspaper about Hanoi’s efforts to promote a culture of law compliance.

How has Hanoi spread the spirit of respect for the Constitution and the laws in recent years?

Implementing the Law on Legal Dissemination and Education, Hanoi has organized creative and effective activities to celebrate Vietnam Law Day. These programs engage party committees, local authorities, government agencies, mass organizations and citizens, creating broad influence across the city.

The effort has raised legal awareness and compliance among officials, civil servants and residents, shown in their more civilized behavior in public spaces, offices, schools and communities.

Activities in response to the Vietnam Law Day have become a major political and legal event, serving as a “festival of the law” for all people. They have improved understanding of the law and encouraged voluntary compliance.

Hanoi’s programs have become more practical and effective, helping build a culture of legal awareness, maintain social order and support sustainable growth.

How has the city implemented annual plans to ensure the effectiveness of the Vietnam Law Day?

Each year, the Hanoi People’s Committee develops detailed plans for departments, sectors and localities to organize Vietnam Law Day activities.

The annual themes follow guidance from the Ministry of Justice and the Hanoi Party Committee, ensuring alignment with national and city priorities. These activities aim to enhance legal understanding, highlight exemplary individuals and organizations and address violations or antisocial behaviors.

The city focuses on communicating new legal documents that directly affect citizens and businesses. Key areas include administrative reform, environmental protection, anti-corruption, traffic safety, social welfare, urban governance, judicial reform and crime prevention.

Under city guidance, all agencies and localities prepare their own plans suited to their context, ensuring coherence, practicality and effectiveness across Hanoi.

What creative models and initiatives has Hanoi applied to promote the Vietnam Law Day in practice?

In recent years, Hanoi has diversified its activities during the peak period of the Vietnam Law Day. Creative models include rallies combined with online legal knowledge contests, talk shows and themed programs. The “mock trial” model in secondary and high schools has been very effective, helping students understand legal provisions through realistic cases.

The city works closely with central and local media, including Kinh te & Do thi Newspaper and Hanoi Radio and Television, to produce special reports, columns and videos about law enforcement and role models who promote legal culture.

Hanoi also strengthens visual communication through banners, posters and slogans on main streets, public offices and neighborhoods. Information materials and local loudspeaker broadcasts spread the message of law compliance to every community.

These efforts have strengthened public trust in the law and affirmed Hanoi’s leadership in building a strong legal culture.

What is new about the theme of the Vietnam Law Day 2025?

The year 2025 is special as Vietnam implements the two-tier local government model and Hanoi has just held the 18th Party Congress of the municipal Party Committee. The city has chosen the theme: “Building a culture of law compliance across society, enhancing respect for the Constitution and the law among all citizens and organizations.”

This theme reflects Hanoi’s determination to improve lawmaking and enforcement while helping citizens and businesses understand and apply the law, especially with the implementation of the new Capital Law. It also carries out Resolution No. 66-NQ/TW of the Politburo on reforming lawmaking and enforcement in the new era, emphasizing the creation of a culture of law compliance among the people.

In 2025, activities will be organized citywide in connection with national and local resolutions on administrative reform, digital transformation, anti-corruption, environmental protection and social order. Programs are designed for each target group and include media campaigns, online contests, conferences, dialogues, mock trials, legal counseling, extracurricular education and legal aid at the grassroots level.

All agencies and localities must develop specific, practical and cost-effective plans focused on citizens, ensuring that each activity fits the organization’s political and social goals.

Do you have any message for Hanoi’s officials and citizens on this year’s Vietnam Law Day?

The Vietnam Law Day is a time for individuals and organizations to reflect on the journey of building, implementing and upholding the law, which forms the foundation of the socialist rule-of-law state. Respecting the Constitution and the law is both a duty and a mark of civic culture.

Guided by the motto “Living and working in accordance with the Constitution and the law,” the Vietnam Law Day 2025 in Hanoi goes beyond an awareness campaign. It represents a continuing effort to build a culture of lawfulness, strengthen civic responsibility and lay the foundation for the capital’s sustainable development in the digital era.

Following the success of the 18th Hanoi Party Congress, I hope every official, civil servant, student and citizen will uphold the Constitution and the law through practical actions, contributing to a civilized, cultured and modern capital.
