Hanoi strengthens the management and use of condominiums

The Hanoi People’s Committee issues Directive 15/CT-UBND dated August 28 on increasing management and use of apartment buildings in the Capital city.



 
Under the Directive, the People’s Committee requests investors to perform following tasks: organizing meeting to found management boards of apartment buildings, handing over dossiers of the apartment buildings, collecting and handing over capitals for maintaining common areas of buildings to the management board according to legal regulations on housing and Circular 02/2016/TT-BXDT; performing their rights, responsibility and obligations according to regulation on apartment building management and use (issued together with Circular 02/2016/TT-BXD).

People’s Committees of districts, suburban districts and towns where apartment buildings are located performe their function in handing over dossiers of investors to the management boards, settling payment, handing over maintenance expenses between investors and management boards, and managing, using apartment buildings according to Circular 02/2016/TT-BXD.


Chairpeople of People’s Committee in communes, wards and towns where the apartment buildings are located take following actions:

Organizing meeting, if the meeting was not organized by investors or did not attract enough participants according to Circular 02/2016/TT-BXD;

Conducting popularization of law on apartment building management; check and urge inventors, apartment building management units, owners and users to organize the meeting; conducting supervision, and handling shortcomings and problems during apartment building management and use in Hanoi, and cooperating with Department of Construction to tackle prolonged and complicated cases; reporting issues beyond their authority to the Hanoi People’s Committee;

Conducting inspection and punishing violations according to their authority, or asking competent agencies to handle the violations; preparing and implementing plan on inspecting commercial apartment buildings in the third quarter of 2017.
