It aims at high-quality human resources as an advance factor for tourism development. The sector will also have a strong spillover effect to promote the development of related industries.

To complete the above goals, the city's People Committee has outlined six solutions which are: innovation in the mindset on tourism development; investment in infrastructure, technical infrastructure, mobilization of all resources for tourism development; development of high-quality products in the fields of travel, transportation, gastronomy; improvement of the quality of tourist destinations in the city as well as the regulatory capacity of state agencies.

In February, Prime Minister Nguyen Xuan Phuc approved a tourism development strategy by 2030, under which Vietnam targets to make tourism a spearhead and sustainable economic sector and among the best competitive tourism markets.
