Hanoi to accelerate progress of important traffic works

The Hanoi People’s Committee has recently issued Official Letter 4550/UBND-DT dated September 18 on implementing General Program “Investment and construction of transport infrastructure in Hanoi for the period of 2017-2021, orientation to 2030”.

Under the Official Letter, the Hanoi People’s Committee assigns Authority of Plan and Investment to take following actions:

Coordinating with Department of Transport and investors to conduct inspection regularly, accelerate progress, ease difficulties to speed up the key traffic works in the 2016-2020 period as scheduled. It must be performed according to the list of key works and mid-term public investment plan of Hanoi for the 2016-2020 period approved by Municipal Party Committee and People’s Council;
 


Further reviewing and completing decentralization in investment management and post-investment; enhancing decentralization, authorization, and detail authority as well as responsibility of units for each task; eliminating improper administrative procedures, simplifying processes to handle administrative procedures to increase consistency and efficiency during implementation process;

Cooperating with the Department of Transport and Department of Construction; submit proposal and report to the Municipal People’s Committee to ask for establishment of Management Board of program “Investment and construction of transport infrastructure in Hanoi for the period of 2017 and 2021, orientation to 2030”, thus giving drastic instruction at all processes (preparing for investment, conducting investment, receiving and putting works into operation); organizing periodical meetings and review progress to overcome difficulties timely, carry out projects on schedule and ensure consistency in management and implementation;

Cooperating with Department of Finance to allocate sufficient capitals for the key transport works, including state budget, ODA and capitals mobilized from other resources like Public-Private Partnership (PPP) investment; increasing investment promotion to attract more investment; conducting inspection, urge and guide investors and relevant units to complete dossiers, fulfill procedures and accelerate progress of the projects; reporting issues beyond their authority and submit proposal to the Municipal People’s Committee.


 
The Department of Transport in cooperation with Authority of Plan and Investment, Department of Finance, People’s Committee of districts, suburban districts and towns to prepare plan and mechanism to implement the plan, detailing progress, implementation phases and investment phases in accordance with capital allocation plan. Financial resources are increased for the program, especially for important traffic routes in urban areas and outskirts where major focal points of traffic are located. The Department also conducts in-depth popularization of the program among sectors, agencies at all levels, governments of localities, organizations, unions and associations, and sorts of people. Inspection and supervision are increased, urges city’s departments, agencies, districts and towns to implement the program, and reports shortcomings and problems in to the Municipal People’s Committee.

Hanoi Steering Committee for Land Clearance in coordination with city’s departments, agencies, investors, local governments and relevant units to clear site for the projects, utilize resources and prepare conditions for land clearance, such as capital and houses for resettlement. The authority regularly checks and urges progress of site clearance, eases problems with policies to guarantee legitimate rights of people, and reports issues beyond their authority to the Municipal People’s Committee. Investors of the works closely cooperate with People’s Committees of districts and towns, annually and periodically update demand and plan on land for the projects.

The People’s Committees of districts and towns increase coordination with city’s agencies and departments to ease difficulties in clearing land, allocating capitals and house fund for resettlement, while popularizing content of the General Program.
