Hanoi to ensure a happy Tet holiday for the people

Hanoi People’s Committee issued Document 84/UBND-TKBT dated January 6 on implementing Directive 11-CT/TW of Secretariat of the Central Committee of Vietnamese Communist Party, and Directive 33/CT-TTg of the Prime Minister on ensuring good Lunar New Year holiday for the people.

The Chairman of Hanoi People’s Committee Nguyen Duc Chung assigns heads of city’s departments, agencies, unions, organizations, Chairpeople of People’s Committees of districts and towns, general managers and directors of Hanoi’s corporations and companies to realize instruction of Hanoi Party Committee's Standing Committee according to Document 519-CV/TU dated December 28, 2016, and Directive 33/CT-TTg of Prime Minister.

Accordingly, they shall focus on following tasks:

Further implementing Directive 23/CT-UBND dated December 12, 2016 of the Chairman of the Municipal People’s Committee on preparation for Lunar New Year holiday; increase management and performance, and stabilize prices, hence meeting people’s consumption demand for the holiday;

Ensuring social protection and welfare policies; take care of the people from all walks of life, especially families under preferential treatment policy and people in difficult circumstances; visit invalids, families of martyrs, contributors to the revolution, revolutionary veterans, Vietnamese Heroic Mothers, Heroes of the Armed Forces, intellectuals, artists, religious dignitaries on the occasion of the Lunar New Year; visit armed forces and other forces on duty during the holiday;  

Prohibiting use of public money, vehicles and properties for personal purposes during Lunar New Year holiday and festivals; increase inspection and examination to prevent illegal use of state budget, public vehicles and properties, and apply strict punishment for the violations;

Ensuring smooth operation of public services before and after the Lunar New Year holiday; assign staffs on duty before, during and after the holiday to deal with unexpected affairs. Agencies, organizations and units must promptly get their work back on track after the holiday, and ensure smooth operation.

Head of the Command of the Capital City in cooperation with directors of city’s departments, agencies and units, Chairpeople of People’s Committees of districts, suburban districts and towns are assigned not to display fireworks in  Lunar New Year of 2017.

Director of the Department of Culture and Sports in cooperation with Chairpeople of People’s Committees of districts, and towns are responsible for organizing culture, music and sports activities in celebration of the Lunar New Year and 87th founding anniversary of the Vietnamese Communist Party on February 3; increase management of festivals in the area; launch hotline to receive people’s feedback on the festivals.

Director of the Hanoi Police Department in coordination with Chairpeople of People’s Committees of districts and towns take drastic measures to prevent and fight social crimes and problems; increase patrol and tighten control to detect violations of firecracker production, trade and use, and have strict punishments.

Director of the Department of Transport cooperates with Director of the Hanoi Police Department, Chairpeople of People’s Committees of districtsand towns and relevant units to further implement Plan 231/KH-UBND dated December 19, 2016 of the Municipal People’s Committee on ensuring traffic safety and order before, during and after the holiday; increase patrol and apply strict punishment for infractions of traffic safety law, such as violations of alcohol concentration and speeding, careless driving, oversized and overloaded vehicles; assign wardens at level crossings where railway lines cross roads; check and maintain traffic lights, road markings and speed humps, hence minimizing accidents during the holiday.
 
Chairman of Hanoi People’s Committee Nguyen Duc Chung urges heads of city’s departments, agencies and unions, Chairpeople of People’s Committees of districts and towns, directors and general directors of city’s corporations and companies to perform their tasks, and take responsibility for violations in the areas under their management. They are also asked to follow instruction of the Central Government, the Municipal Party Committee and the Municipal People’s Committee on preparing for Lunar New Year and guaranteeing a happy, safe Lunar New Year for the people.
