Hanoi to launch shared data system for digital public services

The shared database will include documents from Party bodies, government agencies, and mass organizations, ensuring centralized access and interagency data integration.

THE HANOI TIMES — Construction of Hanoi's shared administrative data warehouse is set to be completed by the end of 2025, with an official launch planned for February 2026.

This project is part of the city’s efforts to enhance transparency, efficiency, and accessibility in governance and public service delivery.

The project aims to digitize and reorganize government files to support the restructuring of local agencies in accordance with Politburo Conclusion No. 127-KL/TW. It also seeks to establish an interconnected, shareable, and reusable administrative database – a foundation for digital transformation.

The database system will boost management by replacing paper with AI-powered data use.

Hanoi's agencies are tasked with digitizing permanently preserved records that have already been processed or are currently in process, as well as administrative documents that remain in effect, from district and commune-level Party and government agencies in 2025.

The database will store information derived from official documents produced during day-to-day operations across government organizations. This includes digital records generated from handling administrative procedures, sector-specific data systems, and other document management platforms.

The Hanoi Public Administration Service Center has been assigned to oversee the project's implementation and investment procedures under regulatory requirements.

Source: Decision No. 155 /QD-UBND issued on June 5, 2025, by the Hanoi People's Committee.
