Hanoi to lead national efforts to streamline political system

Hanoi’s breakthrough growth has had a significant impact not only on the capital but also on the nation’s socio-economic development.

Hanoi can lead the nation in implementing the Party's directive to restructure and streamline the political system.

“This is a major directive of the Party, representing a revolutionary effort to streamline the organizational structure of the political system, requiring unified awareness and action at all levels of governance,” Chairman of the National Assembly Tran Thanh Man said in his speech at the 20th session of the 16th Hanoi People’s Council held today [December 9].

Man commended the efforts and achievements of Hanoi’s Party Committee, People’s Council, People’s Committee, Fatherland Front, socio-political organizations, and its people. He thanked them for their devotion to the nation and support for central agencies, diplomatic missions, and international organizations in the city.

Looking ahead to 2025, a key year for achieving socio-economic development goals, Man called on the city to accelerate economic restructuring linked to innovation in the growth model, prioritizing resources for strategic breakthroughs and resolving institutional, infrastructure, and human resource bottlenecks.

“Particularly, Hanoi needs to proactively implement the Capital Law with specific mechanisms and policies to enable transformative development that will drive the region and the nation forward, including delegating significant powers to the city government,” said Man.

The Chairman emphasized the effective implementation of tasks assigned to the People’s Council under the laws recently passed by the 15th National Assembly during its 8th session, such as the Investment Law and the Procurement Law (relating to land use projects, industrial zones, and economic zones). Tasks under the amended Land Law were also highlighted, including strengthening the People’s Council's audit role in land management, planning, and allocation. Other areas of focus include the Law on the Management and Use of Public Assets, in particular the approval of proposals for the use of public assets within public service units and enterprises.

He called for ensuring the quality and timely conduct of the Party Congress at all levels, the 14th National Party Congress, and the elections to the 16th National Assembly and People’s Councils for the 2026–2031 term.

Man urged the authorities to avoid shirking responsibility while encouraging and protecting officials who innovate and take accountability for common benefits. Simultaneously, Hanoi must prioritize resources for creating breakthroughs in modern, smart, and interconnected infrastructure; linking planning management with economic, cultural, and social initiatives; and decisively addressing environmental issues such as pollution, waste, air quality, and urban flooding.

Furthermore, Hanoi should focus on combating corruption, wastefulness, and negative practices; resolving delayed projects; and maximizing land resource potential to drive socio-economic development and ensure that these resources benefit society.

The Chairman noted that Hanoi’s People’s Council must remain a model for other provinces and cities, promoting innovation in the legislative process, improving decision-making on significant matters within its jurisdiction, and monitoring the observance of the law by administrative and judicial bodies. The council should work closely with the Fatherland Front and socio-political organizations to promptly address public concerns and resolve voter petitions effectively.

Hanoi’s breakthrough growth has a significant impact not only on the capital but also on the nation’s socio-economic development. The Chairman expressed confidence that Hanoi’s Party, government, Fatherland Front, and citizens will continue to unite, overcome challenges, and ensure the capital's development as a cultural, civilized, and modern city, contributing significantly to national progress.

From December 9 to 12, during its 20th session, the Hanoi People’s Council will consider 26 reports and 31 draft resolutions.

Earlier, in his opening remarks, Chairman of the Hanoi People’s Council Nguyen Ngoc Tuan stressed the importance of this session amidst the new phase of development for the capital and the nation. Reflecting on the Party’s objectives and General Secretary To Lam’s directive for rapid and sustainable development in Vietnam’s "new era," he urged delegates to objectively analyze reports, identify shortcomings, and propose feasible solutions to address bottlenecks and create breakthroughs for Hanoi’s socio-economic development in 2025 and beyond.

For her part, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai outlined key areas for the People’s Council to focus on. These include being proactive and innovative, prioritizing critical areas as directed by the Party, and addressing pressing issues raised by voters and public opinion. Issues to be monitored include waste, air, and water pollution; traffic congestion and flooding; progress on infrastructure projects; and voter petitions to improve the quality of life for Hanoi’s residents.
