Hanoi to manage water drainage and wastewater treatment

The Hanoi People’s Committee issued Decision No. 41/2017/QD-UBND dated December 6, stipulating management of water drainage and wastewater treatment in the city.



 

The Decision includes three chapters and 23 articles, specifying following issues: regulations on water drainage management and wastewater treatment in urban areas, industrial zones, industrial clusters, rural residential areas: orientation and planning on water drainage, plan on water drainage investment and development, management and operation of the water drainage system, connection of water drainage system, water drainage services; right and obligatory of organizations, individuals and households involving water drainage and wastewater treatment in Hanoi.

The regulation is applied for Vietnamese organizations, individuals and household, and foreign organizations and individuals that involve drainage and wastewater treatment in Hanoi.



 
The Department of Construction acts as focal point to manage urban water drainage and wastewater treatment in Hanoi, acts as advisor to the Municipal People’s Committee in directing planning, investment and development, management, operation, exploitation and use of urban water drainage and water treatment system; gives guidance, conducts inspection, sums up the situation of planning, construction, investment, management, exploitation, use, maintenance, repair, management and operation of the water drainage and wastewater treatment system.

The agency is also in charge of making water drainage and wastewater treatment planning in Hanoi; cooperating with relevant agencies to make plan on water drainage development; making technical and economic cost norms to manage urban drainage system; making plan to maintain water drainage and flood prevention.

This decision replaces Decision No. 193/2005/QD-UBND dated November 18, 2005 of the Hanoi People’s Committee on regulations on water drainage system management, exploitation and protection.
