Hanoi is scheduled to pilot seven online public services on the national public service portal as soon as it starts operation in December, according to Chairman of the Hanoi People’s Committee Nguyen Duc Chung.

These include notification of sale promotion activities, issuance of practice certificates to healthcare practitioners and operation licenses to healthcare facilities, issuance of certificate of marriage status verification, issuance of copy of civil status, birth certificate, renewal of driver’s license, informed Chung at the meeting with a working group of the Government Office on November 19.
As of November 18, Hanoi has completed updating 1,479 administrative procedures out of 1,181, or 81.35%, on the national database of administrative procedures, while the city also set up databases in four categories of citizen, finance, enterprise and insurance, Chung added.
The other two, namely public servants and land, are being updated and on track to be completed as scheduled, Chung said.

At present, Hanoi is operating its public service portal to better process administrative procedures, with 54 million documents handled since 2016 to date, in which 99% were on time.
Chung revealed Hanoi would relocate eight departments into a public administration center in Vo Chi Cong street for greater convenience for citizens and smooth inter-agency cooperation.
Minister of the Government Office Mai Tien Dung said Hanoi has been an example for other provinces/cities in executing online public services, with 1,448 out of 1,818 administrative procedures, or 81%, being processed online at stage 3 and 4 out of a 4-level scale.
Hanoi targets to process 100% of administrative procedures at stage 3 and 4 by December 31, 2019.
Under the government’s Decree No.43 on provision of online information and public services on websites or web portals of state agencies, Vietnam currently has four stages of online public services.
Stage-1 online public service means a service which provides full information on an administrative procedure and documents related to that procedure.
Stage-2 online public service means a stage-1 online public service which allows users to download forms of documents and make declarations on those forms to complete dossiers as required. Completed dossiers may be submitted directly or by post to the service provider;
Stage-3 online public service means a stage-2 online public service which allows users to make online declarations on forms of documents and send these forms online to the service provider. Transactions in the processing of dossiers and provision of the service are made in the network environment. Payment of fees (if any) and notification of results shall be made directly at the service provider;
Stage-4 online public service means a stage-3 online public service which allows users to make online payment of fees (if any). Results may be notified to users online, directly or by post.
