Hanoi to urge forest management and development
The Office of Hanoi People’s Committee issued Official Letter 11263/VP-KT dated November 27, requesting city’s agencies, sectors, governments of localities having forest to finalize proposal on solving problems in forest management and development.
The Hanoi People’s Committee received report of the Department of Agriculture and Rural Development on result of decentralization in the field of forestry in Hanoi.
Under the Official Letter, the People’s Committee shall direct districts and towns which manage protection forests and special-use forests to hand over them to Management Board of Protection and Special-use Forests for further management and protection according to the law; direct authorities to define and set landmark for three types of forest as basis to hand over the land and forest to forest owners; streamline operation of the forest managing agencies under city’s management.
The Municipal People’s Committee shall assign specialized staff to be in charge of forestry affairs at commune level; take drastic measure to handle enterprises and households that use forest for improper purposes; withdraw forest and forestry land from low-performing individuals or collectives and hand over them to another ones for better management and use.
After setting landmark, the Hanoi People’s Committee shall give aproval for planning on forest protection and development in the 2020-2030 period; manage the forest, focusing on protection forest and special-use forest of important value. Small-scale protection forest and special-use forest are assigned to People’s Committees of districts and towns. Policies on forest management, protection and development are built in accordance with city’s conditions.
In response to the document, Hanoi People’s Committee assigns Department of Agriculture and Development, Authority of Plan and Investment, Department of Home Affairs, Department of Natural Resources and Environment, Department of Planning of Architecture, Department of Culture and Sports, Capital Command and People's Committees of districts and towns to consider, suggest solution and report to the Municipal People’s Committee.
