The Hanoi People’s Committee has recently issued Decision No. 2049/QD-UBND on Cooperation Regulation for state authorities to manage business and investment subject to conditions of security and order in the Capital city.

Remarkably, regarding information exchange for managing the business and investment subject to security and order conditions, the information to be exchanged must be in accordance with legal regulations and requirements of authorities. Information exchange must be conducted regularly through professional sectors acting as focal points or assigned sectors.
On June 30 and December 30 of each year, departments and sectors are in charge of informing the Hanoi Police Department of their plans to inspect and check trade establishments in the first half and second half of the year.
If there are duplicated affairs in the inspection or examination plans of departments and sectors, the municipal Police Department shall cooperate with relevant units and found inter-disciplinary missions to inspect, examine these affairs.
Annually, the Hanoi Police Department, districts, suburban districts and towns exchange their inspection and examination plans for further cooperation.
When trading establishments show any sign of violating legal regulation on businesses, the departments and sectors conduct unscheduled inspection or examination according to their function and mission, and report to the People’s Committee of Hanoi and inform the Hanoi Police Department for further cooperation.
In necessary cases, the unit in charge of inspection and examination should prepare documents, requesting other relevant units to assign officers to cooperate and solve the problem.
When an agency detects violation or receives information about violation, it is responsible for verifying and handling the violation according to its authority. If the case goes beyond its authority, the agency should report to competent authorities for further processing.
On May 30 and November 30 annually, agencies and sectors of Hanoi provide the list of business establishments which violate the regulation and result after they are punished (if any), and submit it to the Hanoi Police Department.
The latter will sum up information and report to the Municipal People’s Committee according to the law. The city’s departments, agencies keep in touch and exchange information about businesses which show sign of violation with units of the municipal Police Department and relevant agencies, so that they are proactively cooperate with each other and handle the trading establishments that violate the regulation.
