The People’s Committee of Hoan Kiem district has recently issued Plan No. 94/KH-UBND on developing e-commerce in the district in 2018.
Under the Plan, the district will take following actions:
Enhance popularization of policies and laws on managing and developing e-commerce of the Central and the Government among organizations and individuals which deal with e-commerce, introduce and recommend modern e-commerce models.
Cooperate with city’s agencies and sectors to inspect and make statistics of e-commerce in the district, thus grasping the situation, building and implementing policies on managing and developing e-commerce properly.
Cooperate with other agencies to operate automated stores (no seller, using Online 2 Offline model and QR code in making order and purchasing online, and using electric logistic service in delivery); cooperate with agencies to put vending machine into use in public places.
Enhance the application of e-commerce, multi-channel sales through e-commerce websites, applications and social networks, thus expanding the market for domestic consumption and export.
Encourage the establishment of e-commerce websites and applications specializing in safe food.
Apply QR code to check origin of products; apply QR code on anti-counterfeit stamps, verification stamps or similar stamps to prevent commercial fraud.
Apply QR code to online tracking of product origin, online payment, online promotion and online tax declaration, thus supporting a fast connection between producers/sellers and buyers.
Organize short-term training programs on e-commerce for enterprises in fields of business.
Develop cadre of officers specializing in e-commerce who are qualified and meet requirements of e-commerce management, and improve capacity of the officers in charge of e-commerce law enforcement.
Increase the fight against crimes in the field of e-commerce.
Implement plan on checking e-commerce to timely handle violations; increase administrative fines for e-commerce violations according to the law.
