In order to attract more investment, the organising investment promotion conferences to advertise investment climate to domestic and foreign businesses should be a main priority, according to the minister.
He requested the park's management board to continue focusing on improving the investment environment, professionalising its staff and asking for the Government’s issuance of special mechanisms and policies for the Hoa Lac Hi-Tech Park to make it an attractive destination for both domestic and foreign hi-tech investors.
He urged the Japanese Embassy and the Japanese International Cooperation Agency (JICA) to accelerate the upgrade of the park’s infrastructure in accordance with the envisaged schedule.

Minister Anh expressed his belief that the Hoa Lac Hi-Tech Park would be a significant factor contributing to building and developing the Vietnamese economy on the basis of renovation and creation and an important foundation for Vietnam to make initial steps into the fourth industrial revolution.
On the occasion, the management board of the Hoa Lac Hi-Tech Park signed cooperative agreements with partners, which focused on luring more investment into the park, providing support services for investors and developing smart cities and the potential for scientific and technological advancement at the park.
The park, approved in 1998, is the first and the largest hi-tech facility in Vietnam, with total area of 1,586 ha. It is expected to become a model science space and a national hub for technology development and application.
Core hi-tech fields developing in the park include information technology, communication, electronics, biology, new materials and energies.
The Prime Minister recently approved updated plans for the park, to be completed by 2030 in Hanoi’s outlying districts of Thach That and Quoc Oai.
Under the updated plan, there will be an education and training zone for universities and vocational training schools covering an area of over 123ha.
A research and development zone spanning an area of over 263 ha will house R&D institutions or those to train, attract and support hi-tech experts. The zone is forecast to bridge academic studies and practical applications. A software zone of almost 56ha will serve software producers and software service providers.
