Immediately implement Council Resolution in a practical and effective direction

The 15th Municipal People’s Council yesterday focused on business support policies in association with administration reform. Hanoi will focus on urban planning, construction and management, and new rural building, along with resources management and environmental protection in the next five years.

At the mean time, the Capital will push forwards the knowledge-based economy and growth model reform in tandem with economic restructuring. The plan also targets the fundamental and comprehensive educational reform, along with scientific, technological, cultural and social development.

Other tasks span social welfare, people’s living standards, national defence and security, administrative reform, investment climate improvement and human resources. At the session, the council voted to pass a resolution on naming and adjusting the length of several roads, streets and public facilities in the city in 2016, and another resolution on the local power development planning for 2016-2025.

According to Director of the Authority of Plan and Investment Nguyen Van Tu, since 2013, Hanoi has taken drastic measures to realize the Government’s decrees and help businesses ease difficulties, such as increasing dialogues with enterprises; suspending or postponding the implementation of financial obligations; launching programs on business and bank connection to help them solve problems with loan access; promoting administration reform, especially simplifing procedures and cutting down time and cost to settle the procedures.

As a result, the city understood difficulties that enterprises have been facing and therefore had prompt actions: suggesting suitable solutions, extending time to pay value added tax for over 30 enterprises, extending 30 projects, amending structure of 68 houses for commercial use, reducing time and cost of enterprises when settling procedures. Over the first half of the year, registration of new businesses increased by 26% against the same period last year.

In the near future, Hanoi will continue startup training program, upgrade and conduct training program for general directors, and launch business incubator models for further application. The City will also help enterprises with their new business ideas, and moblize resources to assist them.

During the session, heads of relevant authorities answered questions of the deputies. Pursuant to Director of the Department of Finance Ha Minh Hai, in July of 2016, Ha Noi received 12 dossiers applying for preferential loan rate and approved nine of them. The city took drastic measures to support wastewater treatment facilities in industrial zones, extended disbursement until the end of 2016 and realized the next phase for the 2016-2020 period. In the future, the Department of Finance will continue incentives for enterprises, report the typical issues to the city and the Central Government. Currently, the Department is cooperating with Authority of Plan and Investment to develop start-up fund model and call for participation of the community. Once it is approved,nformation will be announced in an effort to help businesses access loans and have a thorough understanding of policies.

In terms of investment environment, the Department of Environment and Natural Resources proactively acted as adivisor to the city in administration reform. The authority reviewed and simplifed 30-50% of administrative procedures, cut down at least 30% of time to process environment procedures, and reduced time for land registration to no more than 14 days. Ha Noi also created favorable conditions for businesses to identify land prices and reducing investment costs, and submitted proposal of land price reduction, especially in industrial zones, to the Government.

Regarding investment promotion, drastic measures have been taken to attract enterprises, especially foreign ones. City leaders received investors and collected their feedbacks in an effort to help them overcome difficulties. In 2016, Ha Noi organized the Cooperation, Investment and Development Conference with participation of many Vietnamese and international businesses, and successfully conveyed its message to foreign investors and ambassadors.  

In conclusion, Chairwoman of the People’s Council Nguyen Thi Bich Ngoc confirmed the city’s special attention to enterprise development. In the first half of 2016, Hanoi founded the Steering Committee for Supporting Businesses, granted plan to improve Provincial Competitiveness Index (PCI) and organized conferences on investment promotion as well as adminstration reform.

The Chairwoman also urged more efforts to make Hanoi become the country’s center of startup and creativity, while nuturing and developing current enterprises. She also asked authorities to assess operation of enterprises, review issued policies and supplement them in nessecary cases, increase dialogues with businesses and handle the problems. 

The Chairwoman expressed that along with the high responsibility of all levels and sectors, businesses and the entire people of the Capital City, we will complete the task in 2016; set a solid foundation for the implementation of socio-economic plan for 5 years of 2016 - 2020.
