Imposing strictly measures toward tax-evading enterprises

At the monthly meeting of Hanoi People’s Committee on November 28, one of the important objective in the remaining month is to deal with the practices of transfer pricing and tax evasion.

According to the recent report of the Hanoi Department of Industry & Planning, this year, the Hanoi’s economy continues its fast growth rate of 8.5%. In which, the state budget revenue is expected to reach 207.628 trillion VND, equivalent to 101.4% of estimation, up 15.7% compared to the same period of 2016. The state budget expenditure is 75.205 trillion VND. The rate of online business registration reached 100%; while enterprises declaring tax online is 98%; online custom procedures reached 100%. Business certificate was issued to 25,160 enterprises, up 11%, total registered capital is 240 trillion VND, up 4%, the total enterprises in Hanoi is 231.902 enterprises.

These are positive numbers. As the target state budget revenue for Hanoi is 204,772 billion VND, up 35,352 billion VND compared to 2016. With this difficult task, right at the beginning of 2017, Hanoi leaders had pay special attention to this issue. This is also the first year of a budget stability period 2017 – 2020, as well as the first year implementing the State budget law 2015. Therefore, the process of estimating state budget has significant meaning. 

According to the Head of Hanoi Taxation Department Nguyen The Manh, with this mission, the tax agency has implemented consistent measures, facilitating tax procedure reform, ensuring the transparency, integrity and creating favorable conditions for enterprises, tax payer. At the same time, tax agencies will strictly deal with enterprises evading tax or huge unpaid tax. With regard to administrative reform, Hanoi Taxation Department has implemented IT in the process of tax management. As of present, in Hanoi there are 98% enterprises declaring tax online, and over 95.36% tax amount paid online. The process of business registration, automatically issuing tax code under 30 minutes, saving 87.5% time comparing to last time. 

In order to have steady stream of revenue, Hanoi Taxation Department has actively researched and cooperated with related agencies in setting up information channels to understand difficulties and obstacles of enterprises; as such to consult and recommend appropriate tax mechanism compatible with current practice to support business community, creating conditions for tax payers to focus on business activities and expanding operation. 

With the practice of transfer pricing and tax evasion, tax agencies will apply two measures in parallel, such as name of shame and confiscate, along with discussing and encouraging. On the other hand, tax agencies will actively cooperate with police in preventing and tackling cases of violating in tax payment. For example, Ha Dong Tax Agency has requested police to investigate 332 cases of violating tax after submitting all required documents. Leaders of Hanoi Taxation Department said, in order to prevent loss in state budget, the tax agencies will continue research and reform tax procedures, applying technologies in risk analysis and supporting the investigation process. Thus, this will save time and improve efficiency, quality of the investigation process at enterprises. At the same time, tax agencies will continue cooperating closely with police in preventing loss in tax payment; timely identifying and preventing tax evasion and fraud.
