Local governments are key in managing Hanoi street food and food & beverage service

On September 20, the Economic & Urban Newspaper and Hanoi Health Department have jointly organized the conference themed “The role of local governments in managing street food and food & beverage service in Hanoi”, with an aim to share difficulties and experience in food safety management.

Attending the conference are Deputy head of the Ministry of Industry & Trade’s Domestic Department – Mrs. Le Viet Nga, Director of Hanoi Health Department Mr. Nguyen Khac Hien and Editor in Chief of the Economic & Urban Newspaper Nguyen Minh Duc, along with representatives of districts and wards in Hanoi.

According to statistics, in Hanoi currently there are 26,609 enterprises providing food & beverage service, 5,218 entities providing street foods. Every year, Hanoi investigators monitor in average 110,000 times at these entities, in which 80% meet the requirements of food safety.

It is safe to say that, the model of improving street food service has achieved positive results in many aspects, such as: improving hygiene and sanitation, awareness in following regulations and laws, the investigation and monitoring of local governments.

However, enterprises providing food & beverage and street food services are facing numerous challenges.

Reasons are the large number of enterprises with high mobility, especially at the areas surrounding crowded places, areas with many ongoing infrastructure projects, these are places of having high risks of unsafe food. Moreover, facilities related in these services, the lack of equipment for replacement, the situation of taking over the street, eateries at temporary markets with the risk of being unhygienic. Besides objective reasons, there are the role of local governments of being inactive in monitoring and managing the food safety. The lack of awareness of sellers and customers in food safety is also the main reason.

In order to promote food safety, the conference will evaluate and analyze the current food safety status of food & beverage service, street food service in Hanoi, the role of administrative agencies in this aspect. At the same time, the conference will share difficulties and experiences in managing food safety.

Speaking at the opening of the conference, Mr. Nguyen Minh Duc – Editor in Chief of the Economic & Urban Newspaper said, in order to successfully implement food safety, especially in managing food & beverage service, street food service in Hanoi, the Economic & Urban Newspaper and the Hanoi Health Department have jointly held the conference themed: “The role of local governments in managing street food and food & beverage service in Hanoi”. 

In recently, the food safety management, including food & beverage services and street food services have significantly improved. Thanks to the effort from all level of administrative agencies, the awareness of producers, sellers and customers with regard to food safety have increased. 

For food & beverage services and street food services, since 2010, Hanoi has implemented the pilot model of food safety improvement, which has significantly transformed these service through the reduction of food poisoning cases and food diseases, contributing to the health protection of the community and urban civilization.

However, due to the rapid economic growth and the fragmented and small production, there remains challenges in food safety, such as: for some local communities, the awareness with regard to food safety are still low, some criteria are hard to maintained such as to record the food origins; resources and financial means are not up to the requirements; managements are still ineffective, with the lack participation of some local governments. 

The Economic & Urban Newspaper in recently has push up effort in promoting food safety, with specific column of “United for food safety” in the printed edition and the same column in the online edition, with an aim to promote and encourage food safety in the community, raising the role and responsibilities of producer and food service providers, ensuring the process of producing quality food & beverage products for the health of customers. At the same time, the newspaper also encourages enterprises and social organizations to unite for the objective of food safety. Moreover, the role and responsibilities of municipal People’s Committees are raised in managing food safety in the local areas. Reporters of the Economic & Urban newspaper have focused on many aspects regard to food safety to be published in the newspaper, which received support and attention from readers and administrative agencies.
