On September 20, Minister of Industry & Trade Tran Tuan Anh signed the Decision No. 2610a/QD-BCT on removing and simplifying business and investment conditions under the state management responsibility of Ministry of Industry & Trade for the period 2017 – 2018.
This number has been announced after 2 weeks of reviewing and simplifying business conditions, which is higher than expected, with 63 additional conditions to be removed, and contributes to 55.5% of the total current business conditions.
According to the report, as of September 20, agencies under Ministry of Industry & Trade has submitted the results based on the instruction of Minister Tran Tuan Anh. Besides, agencies also proposed to reduce and simplify business conditions with an aim for the benefits of enterprises, citizens and sustainable development of the society. In which, the total business conditions have been reviewed are 1,216 for 27 sectors and fields, except for the automobile industry.
It worth mentioning that in this review, there are 60 additional conditions to be removed, which is higher than the expected number of 612 conditions, contributing to 55.5% of the total business conditions, instead of the original estimation of 50.3%.
As such, after reduction, the remaining business conditions are 541, instead of 752. This is the first time in history of the industry & trade sector, that there are such a high number of business conditions to be removed. In the part, as of October 2016, the Ministry of Industry & Trade has implemented the reduction of business conditions based on the Decision No. 4846, including: removing 15 administrative procedures, simplifying 108 administrative procedures in the total of 443 procedures, equivalent to 27.8% of the total current administrative procedures of the Ministry.
In 27 fields and sectors under the review process, there are fields and sectors are not under review for removal including: business of industrial explosive materials; rice export (this field has been simplified to remove scale requirement on each conditions); natural resources extraction, goods purchase of Foreign direct investment enterprises; oil extraction; energy accounting, technical safety check for equipment, manufacturing and production for military, and others.
The remaining fields under reduction includes: chemical substances, wine, cigarettes, electricity, frozen products, logistics, industrial substances material, multi marketing, e-commerce, goods transaction and others.
According to Minister Tran Tuan Anh, business conditions removal and support enterprises are the focus of the reform of administrative procedures, improving business environment toward socio-economic development. In addition to administrative reform, removing and simplifying business conditions, Ministry of Industry & Trade will implement Decree No. 19/NQ-CP of the government to create maximum convenience for enterprises.
Specifically, the Ministry of Industry & Trade has reduced 58% categories of goods to be screened before custom clearance. However, for these categories, the Ministry will implement based on principle of transparency, managing based on risk, standard, removing monopoly and socialize the process of investigation. As such, results until now are quite positive, with the majority of complaints from enterprises have been dealt with. The administrative reform and online services have positive results. Minister Tran Tuan Anh said, in the coming time, the Ministry of Industry & Trade will continue listening to recommendations from enterprises to timely deal with arising problems. The Ministry will review to see if there is necessary to reduce additional categories of goods for custom clearance before and after the process.
