Overcoming the existing limitations in Hanoi Old Quarter's walking streets

A report announced by the People’s Committee of Hoan Kiem District said that after 18 weeks of piloting pedestrian areas around Sword Lake, beside great achievements, there are several limitations and weakness which must be removed in the coming time.

There are several illegal street vendors selling soft drinking, foods, souvenir and individuals renting electric cars, balancing vehicles for children in pedestrian streets. Due to a large number of visitors, environmental sanitation has not been ensured. In spite of being reminded by inspection forces, a number of entertainment activities with low quality still take place in walking areas.

To overcome the situation, the People’s Committee of Hoan Kiem District will continue cooperating with departments, sectors to focus on implementing the direction of Chairman of the Municipal People’s Committee, the People’s Committee, the Steering Committee for piloting pedestrian areas around Hoan Kiem Lake and the city’s vicinity according to the Announcement No.506/TB-UBND dated December 15, 2016 of the Municipal People’s Committee.

Particularly, the district will strengthen communication on the purpose, significance, long-term benefit of piloting walking areas around Hoan Kiem Lake and the vicinity of  on radio systems, mass media to improve the awareness of local people, visitors when they take part in activities in pedestrian streets.

The district will also suggest the Municipal Police ask forces to tighten the control of street vendors in the area; focus on strictly handling illegally trading cases on pavements in Dinh Tien Hoang, Hang Khay streets; proactively take measures to handle arising issues, such as: complaints, illegal protests and art performances etc.

In terms of arranging static traffic points, the Municipal Police, the Department of Transport will boost the cooperation with the district People’s Committee to manage remote traffic flows to avoid jams at key revenues into pedestrian streets; review static traffic points; remove parking lots with little use; arrange functional forces to boost the inspection and strictly handle illegal parking lots.

In terms of cultural activities, the district will coordinate with the Department of Culture and Sports to control art performances in pedestrian areas; handle entertainment activities which negatively affect others; make detail plans, programs, cultural activities each week, month, year in the mass media to draw the participation of local people, visitors, etc.

** According to a plan of the People’s Committee of Hoan Kiem District, the District will organize Tet flower markets. Tet holiday (Lunar New Year festival) flower markets will be held from 8.00 A.M to 8.00 P.M on January 12 -27, 2017. 

The opening ceremony will take place at 7.30 P.M on January 12 in front of the headquarter of the Hang Ma Ward People’s Committee, No. 45 Hang Luoc Street.

Flower markets for Lunar New Year festival 2017 contribute to maintaining, continuing promoting national cultural characteristics; honoring cultural, historical values, cultural beauties in people’s life in Ha Noi Old Quarter; contributing to improving spiritual life and creating cheerful atmosphere in the festival; advertising, introducing the traditional festival to domestic and international visitors; encouraging enterprises, business households to distribute goods, expand business network, stabilize costs, prepare full essential commodities for local people in the festival.

Activities in flower markets will be organized practically, economically to ensure trade civilization, food safety, environmental sanitation, urban order, traffic order, fire and explosion prevention.

All Tet flower markets will open from 8.00 A.M to 10.00 P.M everyday in streets of Hang Luoc, Hang Ma, Hang Khoai, Hang Ruoi, Ly Nam De during that time.
