Spared prisoners get chip-based ID cards
More than 2,400 convicts were released on National Independence Day, which falls on September 2.

The delivery of the identification document was a part of the State President’s 2022 Amnesty Decision that gave freedom to more than 2,400 inmates on the occasion of Independence Day this year.
Colonel Nguyen Manh Hung, Vice Director of the detention center, said that the pardoned inmates had qualified for amnesty and social rehabilitation for good conduct.
The board of the detention center had worked with the Hanoi Police Department to deliver the chip-based ID cards to the prisoners before their release to ensure their full rights as citizens, he said.
Thirty-seven-year-old Tran Van Le, who was pardoned this time, said the penal institution and its supervisors had paid high attention to preparing for the social reintegration of the pardoned prisoners.
According to the Ministry of Public Security, the fact that the pardoned prisoners at all penal institutions across the country have had their information and data stored had facilitated the issuance of their chip-based ID cards.
More than 2,000 chip-based ID cards had been delivered at 289 penitentiary centers in the country to the spared prisoners on the occasion of National Independence Day, which falls on September 2. Those with inaccurate information would get updates from the local police departments and authorities when they return home.
On August 31, the Office of the State President announced the 2022 Amnesty Decision, according to which, some 2,434 convicts were released on this year’s National Independence Day. Of the total, 16 were foreigners.
According to the Office of the State President, amnesty proves the leniency policy of the Party and the State as the pardoned inmates not only get freedom but also have the chance to regain the trust of the society and community and get rehabilitated. The local Party committees, authorities, social organizations, and communities should pay attention to the reprieved persons and give them the chance they need.
The 2022 Amnesty Decision marks the ninth consecutive nationwide release since the National Assembly approved the Law on Amnesty in 2009. A total of 90,000 people have been set free since then.
