Vietnam`s capital city of Hanoi has undergone remarkable changes over the past ten years since the expansion of its administrative boundaries.

The meeting saw the attendance of Head of the Party Committee of Propaganda and Training Nguyen Van Phong and Vice Chairman of the Hanoi People's Committee Ngo Van Quy.
Contributing nearly 20% of the total national budget
According to Deputy Director of Hanoi Department of Planning and Investment Vu Duy Tuan, after ten-year expansion of administrative boundaries, Hanoi's business space has been expanded.
After the expansion, the capital has maintained a high annual economic growth rate. The annual gross regional domestic product (GRDP) growth averaged 7.41% per year. Many indicators have increased from twice to three times such as farmers’ per capita income up 2.92 times, the budget collection in the city up 2.93 times, Tuan said.
With these results, it has been confirmed that Hanoi has a leading position as a driving force in the development of the northern key economic region and plays an increasingly important role in the national economy, Tuan added.
In particular, Hanoi has an area of 21.2% compared to the northern key economic region, but contributes 51.1% to the GRDP and 54.1% to the budget. Compared with the whole country, Hanoi only accounts for 1% of the area, 8.1% of the population, but contributes 16% to the GRDP, and 19.05% to the budget, Tuan stressed.
Moreover, Hanoi’s urban space has been developed under the capital’s master plan to create a new face after ten-year development. Many new civilized and modern urban projects have been formed. Hanoi also promotes the expansion of urban areas to the north with a number of projects such as Kim Quy Park, the National Exhibition Center and so on.
The actual development of the capital in the past ten years has confirmed the correctness, historical value and long-term practical significance of the expansion policy of administrative boundaries in the capital’s socio-economic development, Tuan affirmed.
Promoting infrastructure connections between the center and the suburbs
At the conference, talking about the way to reduce overload in hospitals in the inner city, Vice Chairman of the Hanoi People's Committee Ngo Van Quy said that the first choice is to strengthen the basic health care.

As for the problem of urban delinquency to the suburbs, the vice chairman of the Hanoi People's Committee said that the planning, construction, management and urban development of the city has not met the requirements. At present, the city is concentrating on a number of solutions and hopes that in the near future this issue will be solved more effectively.
Quy stressed that it is necessary to solve the residents’ urgent issues such as clean water, waste treatment so that people want to live out of the urban area. These are issues that Hanoi has been dealing with drastically.
Hanoi will put three new clean water plants into operation to increase the supply of clean water not only in the inner city but 100% of residents in the suburbs will also have access to clean water by 2020. In addition, the city will keep implementing policies such as building more hospitals, universities in the suburbs and moving head offices of ministries and branches out of the inner city, Quy said.
Mentioning about e-government construction, the vice chairman emphasized that the city is promoting information technology application and online information technology in healthcare, education, etc. The target is building e-government and smart city.
Hanoi’s great development in the past ten years has shown the correctness, strategic vision, historical significance and long-term practice of the expansion policy of administrative boundary in the capital’s development in the period of industrialization - modernization and international integration, Head of the Party Committee of Propaganda and Training Nguyen Van Phong affirmed.
