All administrative decisions in Hanoi will be delivered online

As Hanoi adopts the two-tier local government model, the city is accelerating the migration of public services to digital platforms.

THE HANOI TIMES — Hanoi aims to issue 100% of administrative procedure decisions in electronic format, either on time or ahead of schedule, under a directive issued by the municipal government on July 21, as part of the city's efforts to accelerate digital transformation in public service delivery.

Chairman of the Hanoi People’s Committee Tran Sy Thanh has instructed all ward- and commune-level authorities to process at least 60% of administrative procedure dossiers online by July 30, with at least 20% to be fully handled through end-to-end digital processing.

Local authorities are also required to select e-invoice and e-receipt service providers and complete technical integration with the city's administrative services platform by July 23.

E-invoices and e-receipts will be issued to citizens and businesses starting July 28.

The Hanoi Public Administration Service Center has been tasked with processing a minimum of 80% of its dossiers digitally and conducting at least 20% via the full online process by July 30.

Support staff must be deployed on-site at local public service offices to guide residents in submitting dossiers, making digital payments, checking results, and using e-invoices and e-receipts.

In addition, the center is required to review and make public 100% of the city’s administrative procedures on the National Public Service Portal by July 25.

The Hanoi Department of Science and Technology will work with the center and telecom providers to send updates and collect public feedback via the iHaNoi digital citizen app.
