Hanoi puts hundreds of administrative procedures for "green lane" processing
Hanoi has published a list of administrative procedures to be processed under the "Green Lane" mechanism to save time 30% to 60%.

In preparation for the official implementation of a two-tier local government system starting July 1, 2025, Hanoi has carried out a comprehensive series of administrative reforms aimed at streamlining procedures and enhancing public service delivery.
According to the Hanoi People’s Committee, administrative reform has been designated as one of the city’s core priorities for 2025, with particular focus on procedural decentralization and the development of a modern, interconnected mechanism.
The city has executed procedural control and reform as well as the one-stop shop system in a coordinated manner.
It also plans to simplify four procedures related to planning and architecture, two pertaining to construction planning, and 34 concerning agriculture and the environment. The city has also issued 32 decisions approving internal workflow procedures.
Notably, the city has directed agencies to streamline workflows and reduce processing times for applications to contribute to the goal of over 8% GRDP growth.
As part of this effort, the list of Green Lane administrative procedures has been made public. To date, 103 procedures have been categorized under this fast-track mechanism across various fields, including land, construction, justice, agriculture, the environment, and architecture.
Hanoi has cumulatively delegated authority for 656 procedures, accounting for 34.8% of the city’s today. The complete list of administrative procedures is publicly accessible on the National Public Service Portal and the National Database on Administrative Procedures. Currently, all procedures are processed through one-stop shops and interconnected single-window systems.
The city has also centralized and standardized its workflows using identification, authentication, and data sharing from the National Population Database to strengthen control over administrative procedures.
In preparation for the two-tier local government, Hanoi is accelerating the transition of public services to online platforms. By July 1, 2025, 100% of eligible administrative procedures will be offered electronically, and by November 30, 2025, all procedures will be processed regardless of provincial administrative boundaries. The goal is for over 90% of applications to be submitted online.
In addition, Hanoi has established 12 branches of the Public Administrative Service Center, comprising 30 offices, which operate relatively independently to reduce face-to-face contact and improve service efficiency.
The city has also set up 476 online public service agencies across its territory. Over the past six months, the city’s Public Administrative Service Center processed 6,384 submissions of public feedback and complaints via the Zalo messaging platform, email (kiemsoatthutuchanhchinh@hanoi.gov.vn), and the National Public Service Portal.
According to Hanoi’s Public Administrative Service Center, technical support and professional consulting are being maintained throughout the pilot and official implementation stages.
A key milestone occurred on June 27, 2025, when Hanoi began accepting administrative procedure submissions from residents regardless of their place of residence at select service points in Tay Ho and Phu Thuong wards. These include Branch No. 1 at the multi-agency building on Vo Chi Cong Street in Tay Ho Ward, the Tay Ho Administrative Service Point on Lac Long Quan Street, and the Phu Thuong Administrative Service Point on Phu Gia Street.
This is a critical step toward processing 100% of administrative procedures without geographic limitations and demonstrates the strengths of the two-tier local government model, which was officially launched in Hanoi and other cities and provinces on July 1, 2025.
