Hanoi ensures seamless IT systems for two-tiered local government operations

A 24/7 hotline was set up by June 27 to address public inquiries and complaints regarding administrative procedures.

THE HANOI TIMES — The Hanoi authorities have requested that local information systems serving the two-tier local government operate without interruption, to avoid affecting the public's ability to carry out administrative procedures.

In particular, the Hanoi People’s Committee has directed all departments and agencies, as well as district- and ward/commune-level people’s committees, to coordinate with the Hanoi Public Administrative Service Center to publish the list of administrative procedures on the National Database on Administrative Procedures by June 27.

They are also required to adjust their internal processes, electronic workflows, and online public services to ensure that operations are seamless, efficient, and uninterrupted from July 1 onwards. All preparations must be finalized by June 30.

With a view to effectively implementing the prime minister’s directives regarding the launch of the two-tier administrative system on July 1, the Hanoi People’s Committee has instructed the relevant district- and commune-level agencies to prioritize providing timely and high-quality input when executing the key tasks outlined in the official telegram.

Regarding the publication and transparency of administrative procedures, all relevant entities must work with the Hanoi Public Administrative Service Center to finalize and publicly disclose the updated procedure list on the national database by June 27. Internal and digital workflows, as well as online public service delivery, must be updated to operate smoothly and without interruption starting July 1.

In addition, authorities must publicly display the addresses of public administrative offices and list the procedures processed at each service point. 

Administrative Service Center must complete the configuration of all procedures on the city’s administrative procedure resolution system in coordination with the Department of Science and Technology by June 29.

They must also update agency information on the national database, register online public service catalogs, and test system connections with the National Public Service Portal by June 27.

Furthermore, integration with national and sectoral databases and agency information systems, and the city’s enterprise management system (EMC) must be completed by June 30, alongside the assignment of accounts to officials and the issuance of digital signature credentials in coordination with the Government Cipher Committee.

The Department of Science and Technology needs to update ID codes by June 27, finalize legacy system solutions by June 29, and upgrade data and cloud infrastructure by June 28 to support system operations and services.
