Belgian Ambassador to visit Nghe An province

Ambassador Jehanne Roccas will make an official visit to Nghe An province on 17th and 18th April 2018.

The visit is involved in activities celebrating 40 years of Belgian Development Cooperation in Viet Nam (1977-2017) and 45 years of diplomatic relations between Belgium and Vietnam (1973-2018).

Belgium is proud to be among of the first western countries to establish the diplomatic relation with Vietnam upon the signing of the Paris Agreement in 1973. Over the last four decades the Belgian government has supported Vietnam in a number of areas through ODA resources: from infrastructure-focused projects to poverty reduction and social development programs in the 1990s. With Vietnam's "Doi Moi" policy and opening up, Belgium set priority to support Vietnam in education, public health, water & sanitation. This is to tackle possible social vulnerabilities appearing in the process of economic reform. The last bilateral cooperation program of Belgium focuses on the areas of governance, water management and urban planning in the context of climate change and green growth in Vietnam.
 
From 2002 Nghe An province had been selected by the Belgian Development Cooperation. First with the program multi-sector rural development in Quy Chau district (2002-2007) that contributed a lot to poverty reduction, improving infrastructures and also the quality of life in communes and villages. Since then Nghe An province continued receiving ODA grant support of Belgium, more specifically with the following projects:
·         Poverty reduction through institutional strengthening at provincial (Nghe An) and district (Quy Chau) levels, 2009-2014.
·         Support for Responsive Accountable Local Governance (RALG) in Nghe An province, 2017-6.2019.
·         Enhancing the capacity to develop competency based teacher training curriculum for managers in Vinh university (1.1.2018–28.2.2019) – a grant agreement in the framework of the project «Facility for Capacity Building (FCB)», 2014-6.2019.
Ambassador Roccas will have a meeting with the province’s leadership; deliver a speech at the opening of the workshop “Public Administration Reform toward improving business environment & attracting investment in Nghe An province” organized within the framework of the RALG-Nghe An project; she will have a meeting with the PMU of the project “Waster Water Treatment Plant for Cua Lo town” – supported by the Belgian ODA concessional loan – to check on project implementation progress as committed by both parties; she will visit the railway company of Vinh City to see the remaining Belgian diesel locomotive D18E – super “ambassadors” of Belgium’s support (state to state loan) for a reunified Vietnam since 1978.
Ambassador Roccas and the delegation will pay a visit to the homelands of Uncle Ho and Kim Lien museum in Nam Dan district.
Ambassador Roccas is looking forward to the positive changes brought about by the Belgian-funded projects as well as the close and effective cooperation of the authorities at all levels of Nghe An province in implementing the projects. This will contribute to further strengthen the Vietnam – Belgium friendship.
