Vietnam pledges to enhance tax reforms after EU listing decision

Vietnam has reaffirmed its strong commitment to meeting international standards on tax transparency and information exchange following the European Union's adding Vietnam to its list of non-cooperative tax jurisdictions.

HANOI TIMES — Vietnam is drafting and implementing a National Action Plan to address recommendations from the OECD Global Forum on Transparency and Exchange of Information for Tax Purposes, Spokesperson of the Ministry of Foreign Affairs Pham Thu Hang said.

Speaking on February 22, Hang said the government is expanding tax cooperation with partners, including the European Union (EU).

Hang made the statements as she responded to press inquiries regarding the EU’s February 17 decision to add Vietnam to its list of non-cooperative tax jurisdictions.

The bloc based its move on the OECD’s peer review of Vietnam’s compliance with tax transparency and information exchange standards for 2021-2023.

As an active member of the international community, Vietnam places high priority on working with the OECD to strengthen tax transparency, Hang said.

She said the reforms aim to support a stable and transparent investment climate for domestic and foreign businesses.

“During the peer review, Vietnam reviewed the OECD’s recommendations, amended relevant regulations and supplemented legal documents in taxation, finance and corporate governance,” Hang said.

These include the Law on Tax Administration, the Enterprise Law and Decree No. 168/2025/ND-CP on corporate governance, steps that demonstrate Vietnam’s commitment to meeting international transparency standards, she said.

“Under the Vietnam-EU Comprehensive Strategic Partnership, Vietnam stands ready to engage in dialogue, share information and cooperate closely with the European Council and EU member states to ensure objective assessments and deepen cooperation for shared development and prosperity,” she said.
