Hanoi’s Party chief outlines agenda at voter meeting
The candidates pledge institutional reform, infrastructure upgrades and a stronger focus on science, technology and public services as the capital prepares for the 16th National Assembly term.
THE HANOI TIMES — Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc on February 28 laid out his policy priorities at a voter meeting for candidates running in Constituency No. 10 for the 16th National Assembly (2026-2031 term).

The conference was held in Dong Anh Commune and connected online to Thu Lam, Phuc Thinh, Thien Loc and Vinh Thanh communes.
The Hanoi Party chief is one of five candidates in the constituency, alongside Lam Thi Phuong Thanh, Standing Deputy Minister of Culture, Sports and Tourism; Au Thi Thuy Ha of Vietnam Airlines Corporation; Nguyen Duc Huan of the Hanoi National Assembly Deputies Delegation Office; and Colonel Le Nhat Thanh of the Ministry of Public Security.

Addressing voters, Ngoc emphasized institutional reform, synchronized infrastructure development and the building of a high-quality workforce as central pillars of Hanoi’s next phase of growth.
He said science and technology, innovation and digital transformation are key drivers for rapid and sustainable development, while stressing that economic expansion must go hand in hand with social equity and environmental protection.
He said improving access to healthcare, education and cultural services remains a core commitment.

The candidates pledged to maintain close ties with constituents, submit to voter oversight and accurately convey public feedback to the National Assembly. They committed to active participation in legislation, supreme oversight and decisions on major national issues.
Their action programs are implementing the two-tier local government model, enforcing major central resolutions, strengthening land and public asset management, accelerating administrative reform and combating corruption and waste.
Other priorities include safeguarding national defense and security, promoting foreign affairs and preserving Thang Long - Hanoi heritage alongside cultural industry development.

Voters welcomed the agenda, particularly proposals to improve living standards, urged faster progress on ring roads, Red River bridges and metro lines, and called for a more integrated public transport system.
Their concerns focused on five persistent bottlenecks, including traffic congestion, flooding, environmental pollution, urban order and food safety.

Participants also raised issues such as air pollution control, waste treatment, river and lake restoration, expansion of green space and the development of social housing and high-quality public services.
In response, Ngoc said Hanoi is implementing nine strategic Politburo resolutions with targets set above the national average, positioning the capital as a national growth engine with a 100-year vision.
He noted recent improvements to urban green spaces, with 292 parks and gardens operating effectively during the Lunar New Year after landscaping upgrades and the removal of fences. Plans are underway for a comprehensive green-space master plan and a digital tree management database.
The city is drafting a new resolution to replace Resolution 15 on capital development, amending the Capital Law and finalizing a master plan with a century-long outlook. The revised Capital Law is expected to be passed at the first session of the 16th National Assembly.
To tackle the five bottlenecks, Hanoi has assigned specific agencies to take charge and holds weekly briefings to monitor progress, applying technology and digital tools to accelerate solutions.
Ngoc also called on voters to work with city authorities to implement strategic resolutions and build a civilized, modern and livable capital.
